Subject:

Security Program Apparent Violations On February 12, 1987, representatives of Arkansas Power & Light met with Region IV personnel in Arlington, Texas, to discuss compensatory measures for inadequate barriers and surveillance aids and 10 CFR 73.71(c) reportability.

The attendance list is attached as Appendix A to this Summary. The meeting was held at the request of the NRC.

The Arkansas Power & Light - NRC meeting focused on the implementation at ANO of safeguards compensatory measures for maintaining the effectiveness of the security system until a discovered, failed, or degraded physical protection feature can be repaired or replaced. The compensatory measure would assure an essentially equivalent level of protection as a functional barrier, detection aid, or surveillance aid that meets the general performance objective and requirements of 10 CFR 73.55(a). Discussion was held on what is the equivalent measure for a degraded barrier, detection aid, or surveillance aid.

In addition, the requirement to report failed, degraded or inadequate personnel or hardware systems pursuant to the requirements of 10 CFR 73.71(c) was discussed.

The NRC staff concluded that further review was necessary prior to determining the adequacy or inadequacy of the ANO safeguard requirements for compensatory measures and reportability.
