('j SURVEILLANCE REPORT

'v SPECIFICATION In accordance with Section 5.6.1 of the Edwin I. Hatch Nuclear Plant, Units 1 and 2, Environmental Technical Specifications, the Annual ~ Environmental Surveillance Report will provide a summary and interpretation of the results of any environmental monitoring activities required and an assessment of any observed impacts of plant operation on the environment. Also, the report will include a summary of all instances of Environmental Technical Specifications (ETS) noncompliances and corrective action taken, changes to federal and state permits and certificates, changes to the Environmental Program Description Document (EPDD), changes in station design or operation which could involve an environmental impact, changes made to the ETS, and copies of all reports regarding station discharges made in accordance with NPDES Permit No. GA-0004120.

DISCUSSION In 1986, there were no non-radiological environmental monitoring activities performed at the Hatch Nuclear Plant (except those

required by the NPDES permit), nor wers there any changes in station design or operation which could involve an environmental impact. There were no known ETS noncompliances or changes,-and no changes were made to federal and state permits and certificates or the EPDD.

Georgia Power Company was issued on July 21, 1986 a United States Army Corps of Engineers permit (No. 074-OYN-006086) to construct a temporary weir across the Altamaha River in order to maintain adequate water levels for intake of cooling water during periods of extreme droughts. Such conditions existed in 1986, and a temporary weir was constructed, utilized and removed under the stipulations of the permit. There was no known environmental impact caused by this activity. The expiration date of the permit is September 30, 1991.

Copies of all reports regarding station discharges made in accordance with NPDES permit No. GA-0004120 are included in Appendix A.
