Dear Mr. Stanley:
This letter is to provide the required 5-day notification for exceeding a discharge parameter as described in the Virgil C. Summer Nuclear Station NPDES Permit No. SC0030856. The required 24-hour notification was made to you at 0940 hours0.0109 days <br />0.261 hours <br />0.00155 weeks <br />3.5767e-4 months <br /> on June 19, 1986.
On June 18, 1986, an instantaneous maximum pH of 10.43 exceeded the pH upper limit for the Surge Basin Pond outfall 006B. NPDES Permit No. SC0030856 establishes the pH limit for outfall 006B such that the pH shall not be less than 6.0 standard units nor greater than 9.0 standard units. Required monitoring frequency is once per week.
During the week of June 18, 1986, demineralization of the A Train Component Cooling Water (CCW) System was being performed. On the morning of June 18, 1986, the process was secured at 0655 hours0.00758 days <br />0.182 hours <br />0.00108 weeks <br />2.492275e-4 months <br />. Sampling and analysis for pH was conducted at 0920 hours0.0106 days <br />0.256 hours <br />0.00152 weeks <br />3.5006e-4 months <br />; the resultant pH value being 7.5.
At 1030 hours0.0119 days <br />0.286 hours <br />0.0017 weeks <br />3.91915e-4 months <br />, the process was restarted. A sampling / analysis sequence at approximately 1530-1600 hours indicated that the discharge parameter pH had been exceeded. Flow was immediately secured. The flow path was diverted to the Chemical Cleaning Pond outfall 008. Demineralization of the A Train CCW System was resumed and subsequently completed on June 20, 1986 at 2300 hours0.0266 days <br />0.639 hours <br />0.0038 weeks <br />8.7515e-4 months <br /> with all effluents being contained.
The volume of the Chemical Cleaning Pond was sufficient to contain the demineralizer effluent. As a result, no further discharge to receiving waters has been allowed. The daily average for outfall 0068 did not exceed the pH upper limit.
During normal plant operation, daily effluents with pH of 7-8 being added to the 006B location should dilute the pond water sufficiently to bring the pH within limits prior to any further discharge to receiving waters.
