SUMMER NUCLEAR STATION SOUTH CAROLINA ELECTRIC & GAS This report is being submitted as a summary of quantities of radioactive liquid and gas'sous effluents and solid waste released from the Virgil C. Summer Nuclear Station. This report satisfies the requirements in Sections 6.9.1.8 and 6.14.2 of  !

Technical Specifications, Section 1.6.2 of the Offsite Dose Calculation Manual (ODCM), and 10CFR50.36(a). Also included is an assessment of radiation doses from plant releases.

A brief discussion of the Supplemental Information and Tables 2 through 6 is presented in Sections A through D. An evaluation of the radiologicalimpact on  !

l man due to operation of the Virgil C. Summer Nuclear Station is presented in l Section E and Table 1. An abnormal release for the period is given in Section F l and part 6 of the SupplementalInformation. A summary of the meteorological l data for 1996 is presented in Section G and Tables 7 and 8. the Offsite Dose Calculation Manual (ODCM) during the 12 month period are '

C. Liquid Effluents  ;

Liquid effluents are summarized in Tables 4 and 5. Estimated total j errors are expressed as in Section B above.

D. Solid Waste Shipments Solid waste shipments are summarized in Table 6. Curie content of radioactive waste packages is determined by dose rates and/or I analysis of samples by gamma spectroscopy. The total error for each type of Curie content determination is conservatively estimated to be the sum of a 15% systematic error and a 20% photon response error

( for the detector used.

! Potential doses to the maximum exposed individual in the unrestricted area were calculated using measured plant gaseous effluent and meteorological data in accordance with the Offsite Dose Calculation  !

l Manual. The source term involved six (6) waste gas decay tank (WGDT) releases,26.5 days of 36-inch Reactor Building purge releases and a continuous 12-month main plant vent release.

gases were 8.84E-5 and 1.71E-4 mrad for gamma and beta, l respectively, during the second quarter. The maximum quarterly l organ dose attributed to the releases was 7.35E-3 mrem for the second quarter. Cumulative annual doses were 9.02E-5 mrad, 2.26E-4 mrad and 7.35E-3 mrem for gamma, beta and organ dose, respectively.

Measured plant liquid effluent data was used to calculate estimates of doses to individuals in accordance with the Offsite Dose Calculation Manual. The source term consisted of the isotopic contents of 206

Waste Monitor Tank batch releases,23 Condensate Backwash Receiver Tank batch releases,3 NaOH batch releases,105.23 days of Steam Generator Blowdown releases and a continuous Turbine l

VIRGIL C. SUMMER NUCLEAR STATION SOUTH CAROLINA ELECTRIC & GAS radioactivity released is described in Tables 4 and 5. The highest quarterly total body dose to the maxirnai:y exposed individual due to the release of radioactive liquid was 5.15E-3 mrem during the second quarter. The highest organ dose was 3.68E-2 mrem to bone for the second quarter. Cumulative annual doses for the hypothetical maximally exposed individual were 9.96E-3 mrem and 3.79E-2 mrem  !

for the total body and bone (maximum annual organ), respectively.

The liver was the maximum exposed organ for the first quarter. The j bone was the maximum exposed organ for the second quarter and  ;

the gastro-intestinal tract / lower large intestine (GI-LLI) was the maximum exposed organ for the third and fourth quarters of 1996.

Dose rates and concentrations were below the limits specified in Supplemental Information, Section 2a, b and c during all the effluent i releases. l Radiation doses from radioactive effluents to members of the public Q

O due to their activities inside the site boundary were assessed in a manner different from that in the Offsite Dose Calculation Manual.

Monthly thermoluminescent dosimetry data from four (4) monitoring locations within the site boundary and eight (8) locations around the site boundary perimeter were analyzed and compared with respective pre-operational background and previous year history. Results i

showed that 1996 monthly dose rates did not differ significantly from tr pre-operational or 1995 dose rates. It was concluded that doses to members of the public inside the site boundary were indistinguishable from normal background dose.

Radiation doses from radioactive effluents to workers at the Fairfield Hydro Station for the 12 monih period were calculated to be 6.88E-6 and 1.72E-5 mrad for gamma and beta, reyectively.

Radiation doses from nearby uranium fuel cycle sources were not assessed. The ODCM, Sections 1.3.1 and B/1.3 establish a five (5) mile limit beyond which doses from nearby plants are insignificant. There are no uranium fuel cycle plants within a five (5) mile radius of Virgil C. Summer Nuclear Station.

Abnormal Releases During the year the plant had one abnormal gaseous release from the l Reactor Building Purge Exhaust. The purge valve was inadvertently l opened for approximately thirty minutes. Due to the short release duration and low reactor building activity, an insignificant amount of

radioactive material was released. The conservative release estimate was 1.01E-3 Ci. giving a total body dose of 9.33E-7 mrem and a maximum organ dose of 2.35E-7 mrem.

G. Meteorology The meteorology data for 1996 is summarized in Table 7 by quarter.

The data are shown as joint frequency distributions of wind direction and speed by atmospheric stability class. Table 8 provides the same information for those hours during which batch releases occurred.

The wind direction and wind speed data used in the summary were acquired from the 10 meter level of the primary monitoring tower.

Stability was determined by the primary differential temperature (61 to i 10 meter).

The combined annual data recovery for wind direction, wind speed and stability was 93.5%. Primary variable recovery rates were as )

follows: wind direction (10 m) - 93.8%, wind speed (10 m) - 93.5%, l and differential temperature (61 - 10 m)- 94.2%.

H. Offsite Dose Calculation Manual  ;

The Virgil C. Summer Nuclear Station (VCSNS) Offsite Dose Calculation Manual (ODCM) was revised twice during the affected 12 month period.

Revision 21 changed Section 1 (Specification of Controls) and Section 2 (Liquid Effluent) to conform with the associated approved Technical Specification changes from 1995. The revision also provided for the replacement of MPC values in liquid effluents with ECL values consiste ct l with 10 CFR Part 20, Appendix B, Table 2, Column 2. Specific changes i are summarized in Attachment I, prior to the copy of the ODCM. Revision 22 clarified the sampling requirements for the NaOH Spray Tank when

, activities require draining of NaOH from the tank or sight glass. The PAGE 5 l

i revision also allowed for emptying NaOH directly to the Neutralization Basin for release through Circulating Water. Revision 22 of the ODCM is presented in Attachment II.

l. OIL INCINERATION Gaseous releases from oil incineration were minimal during 1996.  !

The incinerator operated for a period of 234.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />, buming 802 l gallons of oil at 3.42 gal /hr. The inci.nerated oil contained Co-60, Mn-l 54 and tritium at concentrations of a 69E-8,6.52E-9, and 1.35E-5  ;

uCi/mi, respectively. The annual organ dose from the incinerated oil was 3.40-5 mrem.

1. Regulatory Limits:
a. Fission and Activation Gases:

The air dose to an individual due to noble gases released in gaseous effluents shall be limited to less than or equal to 5 mrad for gamma radiation and 10 mrad for beta radiation during any calendar quarter and 10 mrad for gamma radiation and 20 mrad for beta radiation during any calendar year (ODCM, Section 1.2.3.1).

b. lodines, Particulates (half-lives > 8 days) and Tritium:

The dose to an individual from radioiodines, tritium and radioactive materials in particulate form with half-lives greater than 8 days in gaseous effluents shall be limited to less than or equal to 7.5 mrem to any organ during any calendar quarter and 15 mrem to any organ dunng any calendar year (ODCM, Section (f s) 1.2.4.1).

c. Liquid Effluents:

The dose or dose commitment to an individual from radioactive  !

materials in liquid effluents released shall be limited to less than l or equal to 1.5 mrem to the total body and 5 mrem to any organ l during any calendar quarter and 3 mrem to the total body and 10 i mrern to any organ during any calendar year (ODCM, Section I 1.1.3.1).

d. All Sources:

The annual dose equivalent shall not exceed 25 mrem to the whole body,75 mrem to the thyroid and 25 mrem to any other organ (40 CFR 190).

radioactive material was released. The conservative release estimate l was 1.01E-3 Cl. giving a total body dose of 9.33E-7 mrem and a maximum organ dose of 2.35E-7 mrem.
