Dear Mr. Krecker:

South Carolina Electric & Gas Company (SCE&G) herewith submits a report concerning a recent fish kill which occurred in the circulating water discharge bay of the Virgil C. Summer Nuclear Station (VCSNS). The enclosed report describes the event and provides a probable cause. As noted in our previous correspondence on this matter, SCE&G is investigating the fish kill issue and plans to arrive at a viable solution by the Fall of 1990.

In accordance with the VCSNS Operating License NPF-12, Appendix B, a copy of this report is being provided to the Nuclear Regulatory Commission.

Additionally, a copy of the report will be provided to the South Carolina Department of Wildlife & Marine Resources per the request of Mr. H. J. Logan, Chief of Fisheries.

Fish Kill Report 7/6/90 A limited fish kill was discovered in the Virgil C. Summer Nuclear Station circulating f water discharge bay on 7/6/90. The apparent cause is thermal shock from increasing discharge temperatures combined with fluctuating water levels in Monticello Reservoir caused by the operation of Fairfield Pumped Storage Facility. There were no unusual discharges from V. C. Summer Nuclear Station (VCSNS) which could have contributed to the kill. VCSNS operated at approximately 100% power t!.ioughout the time penod in ouestion. Table 1 shows the numbers and iCntification of the fish killed. Figurr,1 shows the location of the fish kills. Based on the temperature data presented in Figure 2, the fish were probably killed late at night on 7/5/90 when  ;

the circulating water disr.narge temperature (as measured in the plant) exceeded 106'F. The time of hottest discharge temperatures correlates with low reservoir levels. On the bottom of the discharge bay, where the kills probably occurred, the temperature reached approximately 105'F. Table 2 shows the lake levels and the  ;

corresponding intake and discharge temperatures from V. C. Summer Nuclear '

Station. More detailed data is available and will be presented to the South Carolina Wildlife and Marine Resources Department and the South Carolina Department of i Health and Environmental Control with the quarterly fish kill study data.
