CATEGORICAL EXCLUSION FOR REQUEST DATED FEBRUARY 10, 1988 By letters dated February 10 and 16, 1988, and April 11, 1988, B&W Fuel Company

) requested an amendment to License No. SNM-1168 to accommodate short-term fuel l assembly downloading activities at its Coninercial Nuclear Fuel Plant. Because l l

the activities associated with dcwnloading will take place within a building and 1 all safety precautions will be observed, there will not be any adverse affect j on the environment. '

Accordingly, the staff has concluded that the following conditions have been j met: '

1. There is no significant change in the type or significant increase in the amount of any effluents that may be released offsite,
2. There is no significant increase in individual or cumulative occupational radiation exposure,
3. There is no significant construction impact, and
4. There is no significant increase in the potential for or consequences from l radiological accidents.

Therefore, in accordance with 10 CFR 51.11(c)(11), neither an Environmental Assessment nor an Environmental Impact Staterrent is warranted for this l proposed action.
