SAFETY EVALUATION REPORT, LICENSE AMENDMENT APPLICATION DATED FEBRUARY 10, 1988, SUPPLEMENTED FEBRUARY 16 AND APRIL 11, 1988, RE INCREASE OF MAXIMUM ENRICHMENT OF URANIUM-235

Background

On February 10, 1988, BWFC submitted an application for license amendment to increase the maximum enrichment of U-235 from 4.05 w/o to 4.1 w/o. Additional information was received by supplements dated February 16, 1988, and April 11, 1988.

Discussion The request is based on a recent contract awarded to BWFC to download 52 BWR -

type unirradiated fuel assemblies. The maximum nominal enrichment of this fuel is 4.05 w/o U-235. The increase to 4.1 w/o U-235 will allow for variation in the nominal 4.05 w/o U-235. The increase will have minimal effects on nuclear criticality safety. Since the nuclear criticality safety controls for the license remain the same, it is recomended that Condition 6.A be revised as follows:

Condition 6.A. Uranium enriched to a maximum of 4.1 wt.% U-235 Finding / Recommendation The staff finds that the proposed change to the license will have no adverse effect on the public health and safety or on the environment. Approval of the amendment application is recommended.

The Region II Principal Inspector has no objection to this proposed action.
