to reference (1). l During this time frame, Farley Unit-2 was being licensed and the require- i ments of reference (1) were reviewed in reference (3). Unfortunately, the l conclusions of reference (3) under III. A.1.2. Upgrade Emergency Support Facilities, only state the analysis is valid for Farley Unit-2. Logically, l Farley Unit 1 is covemd by the analysis but a mnmorandum is needed stating i the analysis is valid for both units. i Also, there am two questions concerning the analysis and the existing mquire-  !

ments. If the Energency Operations Facility (EOF) is located within 10 miles i

of the plant, a backup facility is mquired. The Farley EOF will be within j a mile of the plant. Although the backup EOF does not need to be a dedicated -

facility, should its location be fimly'estabitsbed or can it be a variable  !

location? The backup EOF location is not listed in the Farley plan. Second, I would you verify the manning chart supplied in reference (2) is consistent i with the agreements made with the Alabama Power Company since it is slightly I different from the standard chart provided in mference (1). I i
