ACTION ON DAM SAFETY AUDIT AT THE JAMES M. FARLEY NUCLEAR POWER PLANT COOLING WATER STORAGE POND DAM, DOCKET NO. 50-348/364 The final report from the Nuclear Regulatory Commission's (NRC) technical assistance contractor, the Federal Energy Regulatory Commission (FERC), was received and has now been evaluated. The audit was conducted on October 8,1998.

Enclosed is a draft Mter for use in transmitting the FERC report to the licensee and three

, original copies d me FERC inspection report, dated May 28,1999, containing color photographe for the licensee's records. With respect to the three copies of the FERC report, we expect that one copy will be transmitted to the licensee, one copy to Central Files, and one copy to Office of Nuclear Reactor Regulation (NRR) Projects. We will transmit an original copy to Region ll, along with a copy of this letter. It is suggested that other necessary copies for NRR procedure requirements can be made by normal black and white copy machine, including only Xerox type copies of the photographs.

The conclusion of the audit was that there were no conddions observed that would indicate any immediate concems regarding the integrity of the dam and the associated control facilities. The four items of most importance for licensee action are: (1) the removal of vegetal growth from various areas of the faciHty; (2) tt - eradication of fire ants on the dam crest; (3) monitoring of pocsible seepage at the downstream toe of the dam north of the relief drain; and (4) monitoring of concrete slabs at the exit for the relief drain system, in addition, FERC concluded that the dam should be categorized as a low-hazard dam, thus verifying the previous NRC conclusion.
