The Consumers Power Company recently filed a report with the NRC under the requirements of 10 CFR 21. The essence of the report was that genuine parts for Masoneilan valves were substituted by S-C Controls (Sample-Webtrol, CVS Inc, and Cor-Vai were other companies mentioned too) for valves supplied to the Big Rock Point and Palisades plants. Region III understands the Office of Nuclear Reactor Regulation's Vendor Inspection Branch has referred the matter to the Office of Investigations and 01:RIV has opened an investigation.

Enclosed for your information/ action is a copy of a memorandum pertaining to the 10 CFR 21 report and a subsequent meeting between Region III, Consumers Power Company, and several vendors of the Consumers Power Company. Please inform Region III of any subsequent developments in this matte .
