SUBJECT:
PERMANENT REMOVAL OF BIG ROCK POINT FROM THE SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP) SCHEDULE BECAUSE OF IMPENDING Pl. ANT CLOSURE This documents my basis for permanently removing Big Rock Point from the Region ill SALP schedule after conferring with you in accordance with NRC Management Directive 8.6.
As you are aware Consumers Power announced on June 11,1997, that it would permanently cease operation of Big Rock Point on August 30,1997. The current Big Rock Point SALP assessment (14) period ended on May 24,1997, but due to the impending decision concerning continued operation, the assessment was delayed until Consumers Power made the formal announcement.
Since Consumers Power will no longer operate Big Rock Point after August 30,1997, the Region is requesting your concurrence to not conduct SALP 14 and to remove Big Rock Point from the SALP schedule. The Region believes there is no value in completing additional SALP assessments and the associated resources coe:d be better utilized elsewhere in the region.
