SUBJECT:

Modification No.'ll to NRC-10-82-358 BEMW, INC.

hFPA was received in this office on July .12,1984 to modify the subject contract to add an additional 60 employees to be career counseled by BEMW between September 1984 and January 1985, the expiration date of the contract.

Contract No. NRC-10-82-358 was initially awarded on February 1,1982 providing for career counseling of a minimum of 100 participants for a 12 month period and provided for two, 1 year priced options. The first option was exercised by Modification Number five for 100 participants on February 1,1983. The second year option was exercised on February 1,1984 (mod 9) and provided for fifteen participants (instead of the original 100) with an option to increase the amount up to a total of 50 participants. The number of partic-ipants for this second year was initially reduced from 100 to 50 participants due to the unavailability of funds.

During neg6tiations with the contractor regarding the reduction in the number of participants, it was discovered that MDTS had in fact given the contractor a list of 25 additional employees to coudl before the exercise of the option.

When the'second option was exercised the modification provided for only 15 participants due to unavailability of funds. Inadvertently the number of additional participants that could be added was reduced to a total of 50 when in fact it was intended.to provide for 100. This 100 was the original intent of the contract and was the basis for the prices quoted. The intent of the RFPA issued in December 1983 was to modify the contract to include 100

. voluntary participants. The contractor's price was based on this amount.

There are sufficient funds in the RFPA received in July to add an additional 10 persons. Per telecon with Lillian VanSanten of NRC, project officer, and Irene Mendelson of BEMW on September 25 this is agreeable.

In view of the above we are modifying the contract to add 70 additional participants to the career counseling program.

STATEMENT OF WORK mMeJ SECTION E - StJPPLir.S/ SERVICES AND PRICES E.1 The Contractor shall provide the necessary qualified personnel, materials, and services to provide career counseling for minimum of one hundred (100) NRC voluntary participants (up to the maximum number of hours authorized at the Government's option)

(400-500 one hour sessions), with reports in accordance with Section F.

E.2 Optional One (1) year extension of the counseling services (400-500 one-hour sessions) as described in F.1 and/or support for Regional  ;

Offices as described in F.3.

E.3 Optional A second one (1) year extension of the counseling services 141f0 500 one-hour sessions) as described in F.1 and/or support for Regional Offices as described in F.3.

E.4 Contractor shall furnish private office space appropriate for con-ducting counseling sessions at a location proximate to the NRC employees' work sites in the central Bethesda, Md. area. (Proximate is defined as within a 15-minute walk of the intersection of Wisconsin Avenue and East-West Highway.)

SECTION F - DESCRIPTIONS / SPECIFICATIONS F.1 The contractor shall provide career counseling for a minimum of one hundred (100) NRC voluntary participants; additional NRC voluntary participants m_ay_ be counseled at the . Government's option up to the maximum number of hours (500) authorized.

Counseling sessions shall be held on an individual basis. There shall be a total of four (4) sessions provided for each voluntary participant. Each session shall run for a one-hour period.

F.1.1 The Contractor shall offer an appropriate Interest Inventory Test or other career counseling methodology or instruments to each -

)- voluntary participant and shall discuss the results with these I

participants as an integral part of the counseling.

l F.1.2 The Contractor will prepare an evaluation form which will elicit

! from each voluntary participant a rating of the quality of counseling i

received in respect to the objectives of F.1.3. below. Such evaluation shall maintain the anonymity of each participant and it I shall provide the statistical basis for the reporting requirements of F.1.4 and F.1.5.

F.1.3 The objectives of the counseling shall be.as follows:

(c) Goal setting abilities both short and long term (d) An understanding of obstacles to career planning (e) An understanding of the process of career decision making.

F.1.4 On a quarterly basis, the Contractor shall provide the NRC with the following: (1) names of all voluntary participants counseled, (2)thenumberanddatesofallcounselingsessionscompleted,and (3) brief discussion of session results. No individual identification of participants to particular results will be provided in these reports.

.F.1.5 The Contractor shall provide oral presentations and written reports to the NRC at the midpoint and at the end of the contract. - '-

The oral presentations and reports shall be based on the number of sessions, the number of voluntary participants counseled, and the results of the evaluations required in F.1.2. which have been received to date.

F.2 GOVERNMENT FURNISHED PROPERTY AND MATERIALS Upon execution of this contract, the following property and materials will' be furnished by the NRC for use in performance of this contract:

(a) Lists of individuals with telephone numbers, office locations and other items necessary to locate individuals to arrange appointments for counseling. These lists should only be used by the Contractor as a method of locating and arranging for sessions with voluntary participants and as a method of accounting for individual utilization of the counseling services. These lists will be returned to the NRC upon the completion of the contract. - -

(b) The Government reserves the right to provide a government telephone and NRC office space, as needed, for conducting

  • support and liaison for Regional Offices (as described below).

F.3 SUPPORT FOR REGIONAL OFFICES F.3.1 Provide consulting services to NRC to identify at least three (3) qualified Career Counselors in close proximity to each of the five (5)' Regional Offices, should a Regional career counselor vacancy occur.

F.3.2 Provide consultive services to NRC in evaluating the background education, experience and other qualifications for use by NRC in selecting the appropriate counselor through separate competitive processes.

F.3.3 Design and present a program, if needed, complete with appropriate documentat, ion, to orient and train the counselors selected for each Region in the NRC Career Counseling program', and the methods and procedures necessary to ensure consistency throughout the Agency.

F.3.4 Task F.3.3 will be conducted at the Contractor's premises unless otherwise authorized by the NRC(MDTS).

F.3.5 Provide liaison between NRC (MDTS) and selected Regional career counselors: integrate statistical data provided from Regional counselors into reports to MDTS; provide Regional career counselors with updated information as needed; provide MDTS with analysis and , .,

recormiendations regarding c~onsistency of regional counseling with that provided for Headquarters employees, including an evaluation of the effectiveness of Regional counselors.

SECTION H - DELIVERIES OR PERFORMANCE H.1 PERIOD OF PERFORMANCE The period of performance under this contract shall be for a period of twelve (12) months from award of contract.

H.2 OPTION TO EXTEND THE PERIOD OF PERFORMANCE This contract may be extended twice, each for a period of one (1) year, at the option of the Government, by the Contracting Officer giving written notice of the Government's exercise of such option to the Contractor not later than the last day of the tenn of the i

contract. The Contracting Officer may give, preliminary written of an interit to exercise such option within thirty (30) days prior to the last day of the term of the contract; such preliminary notice shall not be construed as an exercise of the option. If the ..

Government exercises such options, the total duration of this contract, including the exercise of any option under this clause, shall not exceed three (3) years.

H.3 TIME OF DELIVERY H.3.1 The quarterly reports specified in Section F, Subsection F.1.4 1-(total of 4 quarterly reports) shall be delivered to the C0AR at the end of each quarter of the contract period.

H.3.2 The two (2) verbal presentations and written reports specified in Section F, Subsection F.1.5 shall be delivered at mid-point and at the end of each one-year contract period. (It should be noted that the second and fourth quarterly reports and the mid-point and end reports equal only two reports).
