SUBJECT:
DETERMINATION TO EXERCISE OPTION TO EXTEND THE TERM 0F CONTRACT N0. NRC-10-79-387 WITH BINDER, ELSTER, MENDELSON AND WHEELER, INC.
- 1. As a result of competitive RFP RS-ADM-79-387, Contract No. NRC-10-79-387 for Career Counseling of NRC voluntary participants was awarded on September 14,
'1979 to Binder, Elster, Mendelson and Wheeler, Inc. The RFP requested fixed rates per one-hour session for the basic period of performance and fixed rates for an optional one-year period.
- 2. Six (6) proposals were received and Binder, Elster, Mendelson and Wheeler, Inc.'s proposal was evaluated as a responsible offeror with the lowest overall cost to the Government.
- 3. Exercise of the option to extend the term of the contract is most advantageous to the Government, price and other factors considered. These other factors are 1) realistic competition for the option period is impracticable once the initial contract is awarded, and 2) the Governments' need for continuity of services.
- 4. Based on the foregoing, it is determined to be in the best interest of the Government to exercise the option to extend the term of Contract No. NRC 79-387 with Binder, Elster, Mendelson and Wheeler, Inc. for the period Septem-ber 17,1980 to September 16, 1981.
