SUBJECT:

CAREER COUNSELING On September 17, 1979, ADMletacontract(NRC 10-79-387) to Binder, Elster, Mendelson & Wheeler, Inc. (BEMW) to provide individual career counseling to NRC employees. The contract specified they would provide a minimum of 100 initial counseling sessions with 300 subsequent sessions and if ordered provide additional sessions, not to exceed 500 total. Mod-2 did this (May 1980). The contract also allowed NRC to exercise an option to extend these services for an additional year - Mod-3 exercised this option.

In June 1980, MDTS sent a memo to all NRC employees requesting that anyone interested in participating in career counseling complete the fonn and return it to us. Within the first two weeks, over 200 employees responded.

This included over sixty assigned outside the Washington, D.C. area who RSVP'd before we were able to advise the regional offices that participation would be limited to those at headquarters. There is no real difference in the timeliness of response among these employees, particularly since the NRC mail distribution system is accountable for much of it.

I have sent BEMW an initial list of names to contact for career counseling, but have not yet sent acceptance / alternate letters to the other interested employees pending an MDTS decision on availability of FY-81 funds to accommodate this demand for training. In speaking with Ms. Elois Wiggins, NRC Division of Contracts, she feels that this contract may be interpreted to allow for FY-81 counseling of an additional 125 NRC employees, beyond the 125 authorized with previously obligated funds. It is also her opinion, although offered tentatively, that if BEMW were to consent, they might continue to counsel NRC employees up to the balance of funds and

sessions previously obligated and authorized, but not yet provided at the rate stipulated for the initial term of the contract (i.e.
FY 80). With the most liberal interpretation of the contract terms, most of the identified NRC headquarters employees could be counseled during FY 81.

58 Peter J. Goldman The attached tables review this contract, and reconcile the actions taken for the last year. MDTS needs to make a current determination of the level of funding which can be provided to this program, and then advise program applicants, the contractor and Division of Contracts. ,4 .

Based on the number of requests, and the program's past success, MDTS should support this program to the fullest.
