C0!! TRACT NO. NRC-10-79-387, " CAREER COUllSELING" We have reviewed your justification for sole source procurement under the subject contract. While Binder, Elster, Mendelson and Wheeler, Inc.

(BEMW) has established a successful Headquarter's career development program, discussions with Management Development and Training Staff (MDTS) indicate such program has not been documented. Our discussions also indicate that BEtM would not be perfonning the actual counseling services but would in fact subcontract the effort to other sources and act as a coordinator. Division of Contracts does not feel it is feasible to allow BEW to subcontract for this effort when NRC could achieve the same result through competitive bids. We do feel, however, that it would be practical to acquire the services of BEMW to develop a written NRC Career Development Program which could serve as the basis for a competitive RFP. We are therefore advising MDTS to develop a Statement of Work for the development of a documented NRC Career Development Program and submit to Division of Contracts for review.
