Application for License Amendment - Organization Charts Gentlemen:

Maine Yankee hereby submits, pursuant to 10 CFR 50.90, this application to amend Section 5.2,-Organization, of the Technical Specifications to our operating license.

This amendment request would modify Figures 5.2-1 and 5.2-2 of Technical Specification 5.2 to reflect a successional change in the offsite corporate organization and associated changes in the functional reporting structure.

These organizational changes were approved, effective April 1, 1988, by the Maine Yankee Board of Directors. A description of the proposed changes is included in Attachment A.

Maine Yankee has evaluated the proposed changes and has determined that they do not involve a significant increase in the probability or consequences of an accident previously evaluated; increase the possibility of a new or different kind of accident from any accident previously evaluated; or involve a significant reduction in a margin of safety. Therefore, these proposed

, changes do not include a significant hazards consideration as defined in 10 CFR 50.92. The evaluation is also included in Attachment A.

The amended Offsite and Facility Organizational Charts are presented in Attachment B.

This proposed change has been reviewed by the Plant Operation Review Committee and the Nuclear Safety Audit and Review Committee. The Plant Operations Review Committee has concluded that the proposed Technical Specification changes do not constitute an unreviewed safety question.

' Organization" would be changed as follows:

a. The Executive Vice President will succeed the current President of the Company, who will in turn become the new Chairman of the Board of the Company. The position of Executive Vice President will be eliminated. .
b. The position of Manager, Quality Assurance will be called the Manager, Quality Programs to reflect the corporate functional responsibility for the assessment and effectiveness of Quality Performance, as well as the traditional functions of Quality Assurance and Quality Control. 3 The Manager, Quality Programs will report to the Vice President,  !

Quality Programs and Engineering, formerly called the Vice President, '

Engineering.

c. Mith the elimination of the position of Executive Vice President, the ,

Vice President, Operations and the Vice President, Quality Programs i and Engineering will report to the President.

Figure 5.2-2, Facility Organization, would be changed as follows:

a. Quality Assurance will be called Quality Programs,
b. The title Manager, Quality Assurance will be changed to Manager, Quality Programs (in the Functional Reporting footnote).

The proposed changes to Maine Yankee's organization reflects the <

successional evolution of the Maine Yankee corporate organization while

  • maintaining the significant management strengths established at both the corporate and plant levels.

Maine Yankee believes this change provides for more effective use of upper level management, enhancing the capability of the corporate organization which  !

results in a net increase in the safety of operations. These proposed changes in no way diminish the requisite authority and organizational freedom of the t Quality Programs organization to carry out its required functions. ,

MaineYankee Sianificant Hazards Evaluation The proposed changes to the Technical Specifications to depict the revisions to the organizational structures and title nomenclature have been ovaluated against the standards of 10 CFR 50.92 and have been determined to not involve a significant hazards consideration. These proposed changes do not:

1. Involve a significant increase in the probability or consequences of an accident previously evaluated.

This proposed change to the organizational charts in TS 5.2 are administrative in nature and have no effect on the probability or consequences of an accident previously evaluated.

2. Create the possibility of a new or different kind of accident from any previously evaluated.

Since there are no changes in plant design or operation, inclusion of the proposed changes in the technical specifications would not create the possibility of a new or different kind of accident from any previously evaluated.

3. Involve a significant reduction in a margin of safety.

For the reasons previously stated, adoption of the proposed change would not involve a significant reduction in safety margin for the plant.

Maine Yankee has concluded that the proposed changes to the Technical Specifications do not involve a significant hazards consideration as defined by 10 CYR 50.92.
