STN 50-528/529/530 Security Plan Amendrdent 37 File: 95-006-493: 95-056-026 Enclosed please find an original and three copies (controlled copy numbers 8-3,8-4, and 8-9) of Amendment 37 to the PVNGS Security Plan. The three controlled copies contain replacement pages for copies of the Security Plan pret ioush submitted to the NRC. In accordance with 10 CFR 50.4(b)(4)(iii), and by copy of this IMter, Arizona Public Service Company (APS) is forwarding two controlled copies of Amendment Tr to the Regional Administrator, NRC Region IV.

This amendment does not decrease the effectiveness of the Security Plan, and therefore, is being made pursuant to 10 CFR 50.54(p). A summary of the Onanges is included as Enclosure 1 and the caginal of Security Plan Amendment 37 is included as Enclosure 2.

APS has determined that the original of the Security Plan, and the replacement pages, >

contain Gafeguards Information and are subject to the controls of 10 CFR 73.21. These pages, so designated, are to be withheld from public disclosure ia accordance with the provisions of 10 CFR 2.790(d) and should nA be placed in the Public Document Room.

1. Ornanizational Structure PVNGS has made the following changes in its organization:

l Executive Vice President. Nuclear - This position has not changed. The Executive Vice President, t Nuclear reports directly to the President /CEO of APS and is directly responsible for all Nuclear activities i

i Vice President. Nuclear Production - The Vice President, Nuclear Produdion, reports to the Executive i Vice President and is responsible for all activities directly related to the operation of the 3 Units.  !

The Security Shift Team Leader reports to the Security Operations Section Leader and is rnainly responsible for the day-to-day activities of the onshift Security personnelin the Protected Area.

2. Access Authorization Authorization for unescorted / escorted access is now the responsibility of the Vice President, Nuclear Production or personnel designated by him/her.  ;

3. Other Chanaes P A description of Seismic Gaps between buildings of each Unit has been added on Page 5-3. Each building in a Unit has required seismic gaps between the buildings to meet federal requirements for structures at nuclear facilities.

Section 1.4.7 - Page 1 The wording

Section 4.4, Page 4 Deleted the statement

• There are no fixed posts as defensive positions in the Protected Area". Security presently utilizes a fixed post to provide for ths Design Basis Threat.

Section 8..'- .?ge 8-6, General - The word " specific" was removed from the second paragraph which read .. . " designed to protect specific Vital equipment". This was done at the request of the NRC from review of amendment 35 & 36.
