TESTIMONY OF T. GARY BPOUGInUN My name is T. Gary Broughton. I have previously testified and provided my qualifications in this proceeding.

The Incore thernoccupies (T/Cs) are located at the top of each of the 52 incore nonitoring strings. We radial core locations form a spiral pattern shcun in Figure 1. 20 T/Cs are posit.icned in the fuel assembly upper end fitting about eight inches above the active fuel (Figure 2) and measure local core c.vd.t coolant tenperatures. The incore strings enter the core through guide tubing that penetrates the lower reactor vessel head (Figure 3).

We T/C consists of a chrcrael-alumel junction with a range up to 16500F.

Measurements with reduced accuracy can be obtained up to about 2500 F. which is near the molting reint of the T/C. At the time of the cccident there were no control rocm displays to indicate core temperatures,and incore T/C readings could be displayed only by the process co:rputer upon request. The computer printout was limited to the range of 0*-700*F. Any off-scale readings or nul-functioning T/C, e.g. an open circuit, would print out a series of question marks.

'Ihe incore T/cs were originally installed in B&W plants to obtain data in special core examinations and test programs to be used for product and code verification efforte (e.g., cmparisons to core thermal-hydraulics code cal-culations). However, they were never intended or required for use during nomal or emergency operation. In fact, in many B&W plants (e.g., 31I-1) the T/Cs were never connected to read-out devices. Even though the T/Cs l

were connected in 911-2, I have been unable to determine that they were ever i

j used in any manner for testing or any other applications before the accident.

'Ihe T/Cs were not considered by plant technical or management personnel I

as part of the regular instrumntation for DII-2, particularly since the T/Cs were not specifically tested or qualified as instruments upon which operators were trained to rely in case of an accident. Furthennore, they were not-i listed in the plant Technical Specifications as part of the required nomal i

operation or post-accident monitoring instrumentation (T.S. Table 3.3-10) .

j A review of available infomation indicated that detailed infomation regarding the incore T/Cs function and design was not included in operator training i materials. Nor were they required for operator actions in any plant operating i or emergency procedures, i

i j Industry evaluations subsequent to the 211-2 accident have concluded I 1

i i that incore themocouple readings can be useful in providing supporting infor-mation to assess post-accident core conditions. This information can be gained frcxn a limited number of fuel assembly T/cs that are representative t

of core average, symetric, and limiting radial locations. Analysis by B&W i

! has correlated T/C readings to cladding temperature in support of revised 1

mergency procedures. T/C data can also be used to provide qualitative '

j infomation for engineering assessmnt of:

1 verification whether the core is covered or superheat conditions exist.at top of core

  • verification of core 4 T (inlet to exit) for core coolant flow or decay heat determinations
l. identification of gross core blockages
identification of moving core debris during steady-state i

flow or after pump starts, etc.

verification of large increases in core bypass flow by -

i camparing T/C average to hot leg RID temperatures i

It should be noted that because incore T/C readings can only be taken as t representative, and because of uncertainties in correlating exit temperatures 4

to actual core conditions, gross damage assessments such as those described '

above can only be taken as broadly qualitative estimates rather than specific j quantitative information defining the core condition.
