REF: Nuclear Energy Institute (NEI) letter from Mr. Thomas A. Tipton to Mr. John C. Hoyle, Secretary Nuclear Regulatory Commission, dated May 8, 1995 Gentlemen:

The Nuclear Regulatory Commission (NRC) has been implementing an initiative to eliminate requirements that are marginal to safety but impose a significant regulatory burden on licensees. 10CFR50, Appendix J containment ,

leak testing has been identified as one of the areas that meets the criteria of this initative. The proposed rule in the Federal Register notice of '

February 21, 1995. revises 10CFR50, Appendix J by augmenting the current prescriptive requirements associated with containment leak testing with a performance based option. ,

TV Electric endorses the Nuclear Energy Institute (NEI) comments on the proposed rule contained in the referenced letter. We support the NRC efforts in implementing this initiative and believe that this revision to 10CFR50, Appendix J continues to meet the NRC's safety goals while improving the efficiency of nuclear plant resource utilization. We strongly urge the NRC to expedite implementation of this rule.
