NUCLEAR POWER PLANT ACCESS AUTHORIZATION PROGRAM POLICY STATUGHT Gentlemen:

The TV Electric Company strongly supports issuing the Nuclear Regulatory Commission Policy Statement endorsing the Nuclear Utility Managemeat and Resource Committee (NUMARC) Guidelines (Revision 8.A) published in the Federal Register, Volume 53, No. 46, Wednesday, March 9, 1988, Pages 7534-7539, versus the rulemaking option.

If the policy option is selected, commitments to adhere to the NUMARC Guidelines will be formalized through amendments to the Comanche Peak Steam Electric Station (CPSES) Physical Security Plan and subject to inspection and enforcement by the NRC.

The above action will ensure that individuals who require unescorted access to the protected areas or vital areas are trustworthy, reliable, emotionally stable and do not pose a threat to commit radiological sabotage.
