In accordance with 10 CFR 50.54(q) and 10 CFR 50, Appendix E, Section V, Carolina Power & Light Company, now doing business as Progress Energy Carolinas, Inc. (PEC),

is submitting a revision to a Brunswick Steam Electric Plant, Unit Nos. 1 and 2, plant emergency procedure (i.e., OPEP-04.7, Brunswick Emergency Notification (Automated Telephone) System, Revision 5). PEC has evaluated the revision, in accordance with 10 CFR 50.54(q), and has determined that the changes do not decrease the effectiveness of the Radiological Emergency Response Plan; and the Plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E. A summary of the revision is provided in Enclosure 1. Enclosure 2 contains a copy of the revised procedure.

1.0 PURPOSE The purpose of this procedure is to provide guidance when activating the Brunswick Emergency Notification [BEN] (Automated Telephone) System. The BEN system will be used to notify and/or call out the Emergency Response Organization during an emergency, drill, or test.

2.0 REFERENCES

2.1 The Communicator, User's Guide To The Software, Vendor Manual By the Dialogic Corporation 2.2 OPEP-02.6.21, Emergency Communicator 2.3 EPL-001, Emergency Phone List 3.0 DEFINITIONS 3.1 BEN - Brunswick Emergency Notification (Automated Telephone) System 3.2 EAL - Emergency Action Level 3.3 ERO - Emergency Response Organization 3.4 Emergency Message - Notification of an actual event at the Brunswick Plant.

3.5 SAS - Secondary Alarm Station (Security) 4.0 RESPONSIBILITIES 4.1 The Site Emergency Coordinator (SEC) is responsible to determine that ERO personnel are to be notified, what information should be provided to them, and what, if any, facilities should be activated. The SEC is responsible to notify the Security SAS Operator to perform necessary ERO notifications.

4.2 The SAS Operator is responsible for activating BEN and notifying the Control Room of the immediate results.

4.0 RESPONSIBILITIES 4.3 The Emergency Communicator in the Control Room, will ensure ERO personnel have responded to the BEN system or manually call ERO personnel to fill any remaining positions.

4.4 The Emergency Preparedness staff is responsible to maintain the BEN system database current.

5.0 PREREQUISITES 5.1 The SEC has declared an Emergency Classification and ERO members must be notified according to OPEP-02.6.21 and this procedure.

OR 5.2 A drill or test is being conducted which involves ERO members or the BEN system.

6.0 PRECAUTIONS/LIMITATIONS 6.1 The BEN system uses preprogrammed scenarios to contact pre-established lists of ERO personnel. The BEN system should be used when emergency response personnel are to be notified to standby or report to an emergency facility.

6.2 An Emergency Classification number must be selected that best fits the event.

6.3 If for some reason, the BEN system fails to respond, ERO call-out will be done manually per OPEP-02.6.21.

6.4 Hanging up during an activation message without being prompted could cause the computer to lock-up a telephone line making the line unavailable for use.

8.0 INSTRUCTIONS 8.1 The SEC directs the Security SAS Operator to activate BEN using Attachment 1.

8.1.1 SEC chooses a Emergency Classification number:

100 Unusual Event - No Facilities to Activate OR 111 Unusual Event - All ERO Facilities to Activate OR 222 ALERT OR 333 Site Area Emergency OR 444 General Emergency OR 555 Security Threat 8.1.2 The SEC provides the Emergency Classification number to the SAS Operator.

8.2 The SAS Operator activates the BEN system using Attachment 1 from any touch-tone telephone.

NOTE: Approximately every fifteen (15) minutes the BEN computer will fax a ERO Call Response Report to the Control Room. The report shows ERO personnel who have responded to the BEN system. This report will also be printed on the BEN printer in the EOF Building in Room 136.

8.3 The Control Room Emergency Communicator or designee will use the information from the ERO Call Response Report to complete the ERO Notification Checklist in OPEP-02.6.21, to determine which ERO members are responding. Attachment 2 of this procedure gives an example of the information appearing on the ERO Call Response Report.

8.4 The Control Room Emergency Communicator or designee will manually call ERO personnel to fill any remaining ERO positions still vacant after a reasonable period of time (usually 15 minutes). EPL-001 lists qualified personnel by position with phone numbers.
