Purpose:

This is an NRC-requested management meeting with PSEG, open to public observation, to review its actions to improve performance in the following areas:

! Safety conscious work environment;

! Problem identification and resolution;

! Procedure adherence and other elements of human performance;

! Quality of engineering products particularly as they relate to evaluation of degraded equipment and associated operational decision making; and

! Role and function of quality assurance These areas were identified in NRCs July 30, 2004 letter regarding work environment at the Salem and Hope Creek Generating Stations and in our August 30, 2004, letters that transmitted our mid-cycle assessments of performance at Salem and Hope Creek.

This meeting will occur prior to Hope Creeks startup from the current refueling outage.

! Handicapped persons requiring assistance to attend the meeting shall make their requests known to the NRC meeting contact no later than two business days prior to the meeting. Attendance by NRC personnel at this meeting should be made known by November 30, 2004, via telephone to the NRC meeting contact.
