ST. LUCIE UNITS 1 AND 2 - WITHDRAWAL OF AN AMENDMENT REQUEST REGARDING REVISING THE LICENSING BASES TO UTILIZE THE ALTERNATE SOURCE TERM (TAC NOS. MC0882 AND MC0883)
Dear Mr. Stall:
By two letters dated September 18, 2003, Florida Power and Light Company (FPL) requested amendments to revise Facility Operating Licenses DPR-67 and NPF-16 for St. Lucie Units 1 and 2, respectively. The proposed amendments would have revised the licensing bases to utilize the alternate source term (AST) as allowed in Title 10 of the Code of Federal Regulations, Part 50, Section 67 for reanalysis of the radiological consequences of the Updated Final Safety Analysis Report (UFSAR) Chapter 15 accidents for St. Lucie Units 1 and 2.
Portions of the Unit 2 request were approved on January 31, 2005, as part of Amendment 138 regarding the change in reload methodology and increase in steam generator tube plugging.
Subsequently, by letter dated August 11, 2005, you withdrew the Unit 1 amendment request and the remaining portions of the Unit 2 amendment request that had not been approved in Amendment 138.
The Commission has filed the enclosed Notices of Withdrawal of Application for Amendment to the Facility Operating Licenses with the Office of the Federal Register for publication.
In your withdrawal letter, you indicated that FPL plans to resubmit these license amendment requests at a later date. Prior to a new submittal, FPL should meet with the NRC staff to clarify the relevant current licensing bases and discuss NRC staff expectations for review, as discussed in a June 14, 2005, meeting regarding the AST.
The NRC staff agrees that the treatment of the release of iodine from back leakage into the refueling water tank and the acceptance criteria for the waste gas decay tank rupture event are open issues. However, as noted in your letter, revised analyses also must be submitted for other issues. The only evaluations that were completed by the NRC staff are those associated with the approval of Amendment 138 for St. Lucie Unit 2. The evaluations of other accident analyses and design basis calculations will depend on the revised analyses and resolution of differences between the submittal and the current licensing bases as described in each units UFSAR. The bases for dose projections and dispersion models also need to be clarified. There were several proposed deviations from NRC guidelines, in particular, Regulatory Guide (RG) 1.183, Alternative Radiological Source Terms for Evaluating Design Basis Accidents at Nuclear Power Reactors, and RG 1.52, Design, Testing, and Maintenance Criteria for Post Accident
J. Stall Engineered-Safety-Feature Atmosphere Cleanup System Air Filtration and Adsorption Units of Light-Water-Cooled Nuclear Power Plants. Methods and solutions different from those set out in the guides require adequate justification in order for the staff to make a timely determination of their acceptability. Finally, plant-specific applicability must be demonstrated for any precedents cited.
