PROVISIONAL OPERATING LICENSE NO. DPR-16 Applicant hereby requests the Commission to change Appendix A and B to the above captioned license as follows:

1. Section to be changed:

Appendix A, Section 6 and Appendix B, Figure 5-1.

2. Extent of change:

This change revises the administrative organization at the Oyster Creek plant by retitling the position of Di-rector Station Operations to Deputy Director Oyster Creek and those Technical Specification responsibilities present-ly assigned to the Director Station Operations will be con-currently assigned to the Vice President and Director Oyster Creek.

In addition, the position of Fire Protection Manager has been changed to Fire Protection Supervisor and the posi-tion of Radiological Controls Foreman has been changed to Radiological Controls Group Supervisor.

3. Changes requested:

As per the attached revised Technical Specification pages.

4. Discussion:

This proposed Technical Specification change request is an administrative change. Although the position of Di-rector Station Operations is being retitled to Deputy Direc-tor Oyster Creek, the responsibilities delegated to this position in the Technical Specifications will not change.

However, we are assigning these same responsibilities to the Vice President and Director Oyster Creek. This is being done in section 6.1.1. To allow for this change, we have defined the qualification requirements of the position of Vice President and Director Oyster Creek to be equivalent to that of the present position of Director Station Opera-tions. This is done in section 6.3.1. Figure 6.2.2 has been revised to show that the positions of Vice President and Director Oyster Creek and Deputy Director Oyster Creek share the same Technical Specification responsibilities.

The position of Radiological Controls Foreman in Fig-ure 6.2.2 has been retitled to Radiological Controls Group Supervisor. This is an administrative title change only.

The position of Fire Protection Manager in Figure 6.2.2 has been retitled to Fire protection Supervisor. This is an administrative title change only.

In addition we have made two reporting requirement change s . First, the personnel that perform the fire pro-tection surveillances now report to the Preventive Mainten-ance Manager rather than to the Fire Protection Supervisor.

Second, those personnel who perform the plant chemistry work now report to the Operations Department rather than to the Chemistry Manager as previously done. In both cases, this change is an administrative reporting change and those responsibilities presently assigned to the Fire Protection Supervisor and Chemistry Manager have not changed.

Finally, we have added a note in Figure 6.2.2 concerning the manning of equipment operators. In the past an onshift equipment operator was assigned on an as needed basis to be radwaste operator. The radwaste operator is now a full-time position and is still considered part of the minimum shift staffing of equipment operators.
