Request for Extension of Public Comment Period on Draft Regulatory Guide DG-1327, "Pressurized Water Reactor Control Rod Ejection and Boiling Water Reactor Control Rod Drop Accidents"( Federal Register81FR83288, dated November 21, 2016, Docket ID NRC-2016-0233)

Project Number: 689

Dear Ms. Bladey:

On November 21, 2016, the U.S. Nuclear Regulatory Commission (NRC) published in the Federal Register (81FR83288) a notice soliciting comments on Draft Regulatory Guide DG-1327, "Pressurized Water Reactor Control Rod Ejection and Boiling Water Reactor Control Rod Drop Accidents". As stated in the notice, comments are due to the NRC by February 21, 2016. On behalf of the nuclear industry, the Nuclear Energy Institute (NEI) 1 requests a 60 day extension to the public comment period, until April 21, 2017.

The additional time is needed because input is needed from multiple stakeholders including licensees, vendors, EPRI, and both the BWR and *PWR Owners Groups. Industry meetings have been established between these stakeholder groups in February through the EPRI Fuel Reliability Program Regulatory Issues Technical Advisory Committee. Additionally, an extension is needed in order to perform a comprehensive review of the information in the draft regulatory guide during these meetings, obtain thorough review, feedback and analysis from industry experts, and develop consolidated comments for submittal.

In support of our efforts to manage our comment activities, we respectfully request a response to this extension request by January 24, 2017 1

The Nudear Energy Institute (NB) is the organization responsible for establishing unified indusby policy on matters affecting the nudear energy indusby, induding the regulatory aspects of generic operational and technical issues. NEI's members indude all entities licensed to operate commercial nudear power plants in the United States, nudear plant designers, major architect/engineering firms, fuel cycle facilities, nudear materials licensees, and other organizations and entities involved in the nudear energy indusby.
