Request for Extension of Comment Period associated with Draft NUREGs: Revision 1 of Subsequent License Renewal Guidance Documents, and Supplement 1 to Associated Technical Basis Document, Docket ID NRC-2023-0096 Project Number: 689 Submitted via Regulations.gov

Dear Mr. Smith:

The Nuclear Energy Institute (NEI) 1, on behalf of its members, requests a 30-day extension to the public comment period associated with the draft NUREGs: Revision 1 of Subsequent License Renewal Guidance Documents, and Supplement 1 to Associated Technical Basis Document. We appreciate the information exchange during the two public meetings held on August 21 and 22, 2023. Extending the comment period will allow sufficient time for comments to be developed as a result of that dialogue. Additionally, the license renewal guidance documents published for review are extensive in nature and additional time is warranted to provide a comprehensive review that reflects the industrys operational experience with subsequent license renewal. Our understanding is that this effort is expected to be complete later in 2024 and extending the comment period should not impact the overall schedule.

Subsequent license renewal remains a top priority for the industry, not only on these important guidance documents, but also with the upcoming completion of the Generic Environmental Impact for License Renewal rulemaking.

1 The Nuclear Energy Institute (NEI) is responsible for establishing unified policy on behalf of its members relating to matters affecting the nuclear energy industry, including the regulatory aspects of generic operational and technical issues. NEIs members include entities licensed to operate commercial nuclear power plants in the United States, nuclear plant designers, major architect and engineering firms, fuel cycle facilities, nuclear materials licensees, and other organizations involved in the nuclear energy industry.
