y/J 36(k). Prior to the construction of cny trcnsmission line or the interconnection of such line with cnother, o detailed cnolysis is mcde to determine whether the installation of such trcnsmission line or interconnection will or mcy have en adverse impact on any other electric utility, including those directly interconnected by the interconnecting line. cnd extreme ccre is used by engineering personnel prior to the installation of cny '.rcnsmission line or interconnection line to avoid uny cdverse impact. Such documents constitute a part of the technical studies identified in Interrogatory No. 27.

36(1). TU is not cwcre of cny such instcnces. See cnswer to Interrogatory No.

15.

36(m)-(n). The cost of TIS cnd ERCOT studies are shcred as agreed. The cost of studies made by individucl systems wcs borne by those systems as cgreed.

Except to the extent provided in cnswer to Interrogatory No. 27, no such documents exist. Studies done in connection with prior long-range picns are discarded cs new plcns are dev2 loped.

36(o).There cre no known instances of existing interconne ons being opened because of an overlocd conditicn.

36(p).C+ hec then the cction icken by the TU Compcnies in response to the

" midnight wirim" on May 4,1976, the TU Componies know of no such instcnces.

!nterconnections Mve been opened from iime to time cutomatically cs c result of line interruptions from such ecuses os lightning, windstorm, torncdos cnd other similar recsons, cnd the interconnection hcs remained open until the affected lines were repaired. Interconnections have been mcnucily opened from time to time for planned outcges to perform construction or maintencnce. Daily dispatchers' logs record in detail cperation of the system, cnd dispotchers' logs cre cvoilcble for inspection cnd copying at the Staff's convenience.

SUPPLEMENTAL ANSWER 37(c). Transmission mcps of cil transmission lines of 110 Kv or grecter which TU picns to have by 1985 have been provided. 38. See the documents provided in response hereto.

SUPPLEMENTAL ANSWER

40. See the documents identified in answer to Interrogatory No. 27. Other load flow cnd stcbility studies have been run in the pcst but beccuse of their bulk were disccrded. To the extent that the case number, date, title, description cnd summcry cre known, such information is shown on the fcce of the documents supplied. The stcbility studies availcble end supplied do not include any unstcble CCses.

SUPPLEMENTAL ANSWFR 41(c). In addition to those persons previously ncmed:

OPL Roy R. Parks, Picnning Engineer, now with TUSI Lloyd O. Heizer, Picnning Engineer J. P. Bcrron, Mancger of Engineering, now retired R. J. 41(b). " Third pcrty studies" cru studies performed en computer fccilities of cn outside computing firm. These were pcid for on the bcsis of ownership in the picnt,

,o r 3 04 LL'/J which at the time was one-third by ecch TU cperating compcny. TMPA beccme en owner of a portien of the picnt offer the studies were completed af ter the transmission configuration had been estcblished. Consequently, TMPA did not pcrticipate in the transmission configuration. In cddition, ecch of the three TU cperating componies rcn some studies en its own in-house computer fccilities. The cost for these studies was paid for by the compcny running such studies.

Al(e). Locd flow studies have been performed from time to time on "in-house" computer fccilities cnd on computers et Utility Consulting Services (formerly University Computing Compcny). No known record exists specifying what type of computer wcs used to run which specific progrcms on cny pcrticulcr dcte.

SUPPLEMENTAL ANSWER

42. The latest load flow study (for the yecr 1983) was submitted in accordance with the Staff's request. This study is the first yect when the "Comenche Peck Units" will first be in comrnercial eperation. Input dato is submitted herewith, with X-Y coordinates to indicate location on Mcp TE-9500 submitted with Interrogatory No. 37. In cddition, the R a ' mcp wcs provided in response to Interrogatory No. 37. A legible copy of tb2 lotor pcelimincry load flow study has been previously delivered to the Staff.

SUPPLEMENTAL ANSWER 43(c)-(b). The plcnning of cn interconne ted trcnsmission grid is on importent factor in achieving system relicbility. The c6ition of generating units by member systems of the interconnected grid is cCally coordinated through various technical committees of TIS /ERCOT. The TU system constcnt!y tests the adequacy of its trcnsmission capcbility in light of generation cdditions, not only by its system but by other members of the inttconnected grid. Comenche Peck is simply one of mcny generation cdditions wich hcs been tcken into consideration in transmission design. The TU Compcnies end, they believe, every other mert.ber system of TIS /ERCOT never picn a trcnsmission system which would be knowingly cnd cdversely affected by the cddition of generating units, including the cddition of Comcoche Peck, either en the underlying volicge or in cny other respect. Since trcnsmission picnning is done on a long-term bcsis, normally 10 yects, bcsed upon enticipated locd growth in the service territories of the respective members of the interecnnected grid, cdequate trcnsmissien interconnecticns cre " built in" to the plcnning process. Trcnsmission systems es plcnned for the systems in light of expected cdditions to generation cre continuclly tested for relicbility. Therefere, there is not cnd should not be cny dcx uments requested by this interregctory other then the studies cnd cnclyses supplied in cnswer to interrogctory Nc. 27.

Auxilicry power for Com nche Peck is to be supplied by the TU Compcnies' de Cordove Substction cnd two 138 Kv lines were constructed te insure its availcbility: one between the de Cordeva Generating Station to the ce Cordova Substetien with switching equipment at h,+h lecctions cnd one from thu de Cordove Substetion to Comenche Peck.

SUPPLEMENTAL ANSWER

44. Allocation of the costs inquired cbcut in this Interrogatory will be mcde A95 3sir i ';

in proportion to ownership in the plcnt: OPL, 23.3%, TPL, 33.3%, TESCO, 33.3%,

TMPA, 6.2% cnd BEoC, 3.8% (if BEPC becomes en owr 4r as is presently enticipated.) Other then trcnsmission fccilities directly cttributcble to Comcnche Peck, that is, fccilities for the trcnsmission of power generated by Comenche Peck to be interconnected with fccilities existing at the time Comanche Peck commences operation, no such estimates have been prepared. See the cnswer to Interrogato ;es 43(c)-(b) cbove. Owners of Comanche Peck cs indiccted will shcre the cost of trcnsmission necesscry to interconnect Comanche Peck with the TU rystem in proportion to their owner: hip. The recson for the TU Compcnies' cnswers is that the transmission system of TIS /ERCOT bcs been planned in cnticipation of the expected locds cnd the generation therefor projected by their respective members. ERCOT/T!S wcs not picnned cnd hcs not been picnned for the purpose proposed by CSW; that is, to be used for mcssive wheeling of power from the northern portion of the CSW system to the southern portion. Documents responsive to this Interrogatorf hcve been previously delivered to the Statf.

SUPPLEMENTAL ANSWER

47. See the answer to Interrogatories 43(c)-(b) cbove. Trcnsmission cdditions never have en adverse effect on any electrL utility compcny unless the installation of such trcnsmission introduces either o new load on the interconnected grid or additional generation must flow over or through the transmission fccilities, whether added or existing. As stated in Interrogatories 43(c)-(b) obove, TU has planned and built its transmission fccilities within the planning concept of ERCOT/ TIS. While TU hcs mcde and pcrticipated in numerous studies to evclucte numerous transmission configurations, no transmission configuration has been cs economiccl or relicble cs the present intrcstate mode of operation. Therefore, none of the transmission additions with which TU is knowledgecble has imposed cn adverse impcet es would occur fronc.

(c) Messive wheeling through other systems; (b) Operating synchrcnously with rauch Icrger systems; (c) Rendering ineffective service relicbility equipment such cs underfrequency locd shedding relays; cr (d) Drcstically chcnging system ccercting procedures, normcl cnd emergency power flows, cecounting fer energy exencnges, frequency control cnd tirre correcticn precedures.

Consequently, TU is not knowledge 6le with instcnces in which cny electric utility hcs pcid cornpensatien to cnother electric utility due to the impcet of trcnsmissicn cdditions. Hcwever, TU believes no utility should hcve its system impceted er utilized by cnother utility without compensation. This philosophy is provided for in the recent energy bill.

SUPPLEMENTAL ANSWEP

48. In cddition to the TIS ope.ct:ng guide previously produced, the DPL n ;i R u; b\

_9

tcbulation of Transmission Line Ccpccity, dated 7/26/78, which contains various line ratings cnd which is used by the system operators, is provided. There cre no other cperating guides.

SUPPLEMENTAL ANSWER 49(c). Yes.

49(b).Verious other factors employed by TU's trcnsmission designers which cre in cddition to TIS design criteric include, but cre not limited to, the following:

1. maximum wind loading for design of trcnsmission structures
2. maximum ice leading for transmission design
3. shield angle of trcnsmission st.actures
4. mcximum pulling tension as a percent of conductor tensile strength
5. Initial cnd final sags over ope . country, buildings, roadways
6. depth, strength, size of transmission stmeture foundations
7. type of foundations
8. type of trcnsmission structures cad whether for verticci, horizontal, or delto circuit configuration
9. spccing between stmetures
10. mc:rimum ground impedcnce at transmission structures ll. insulation level for trcnsmission circuits
12. spccing betwe ..n subconductor spccers for 345 Kv circuits These considerations very from system to system, from compcny to company, from line to line and from structure to stmeture.

SUPPLEMENTAL ANSWER 50(c).TU believes the initial c. wer is complete.
