- 42. The latest load flow study (for the yecr 1983) was submitted in accordance with the Staff's request. This study is the first yect when the "Comenche Peck Units" will first be in comrnercial eperation. Input dato is submitted herewith, with X-Y coordinates to indicate location on Mcp TE-9500 submitted with Interrogatory No. 37. In cddition, the R a ' mcp wcs provided in response to Interrogatory No. 37. A legible copy of tb2 lotor pcelimincry load flow study has been previously delivered to the Staff.
SUPPLEMENTAL ANSWER 43(c)-(b). The plcnning of cn interconne ted trcnsmission grid is on importent factor in achieving system relicbility. The c6ition of generating units by member systems of the interconnected grid is cCally coordinated through various technical committees of TIS /ERCOT. The TU system constcnt!y tests the adequacy of its trcnsmission capcbility in light of generation cdditions, not only by its system but by other members of the inttconnected grid. Comenche Peck is simply one of mcny generation cdditions wich hcs been tcken into consideration in transmission design. The TU Compcnies end, they believe, every other mert.ber system of TIS /ERCOT never picn a trcnsmission system which would be knowingly cnd cdversely affected by the cddition of generating units, including the cddition of Comcoche Peck, either en the underlying volicge or in cny other respect. Since trcnsmission picnning is done on a long-term bcsis, normally 10 yects, bcsed upon enticipated locd growth in the service territories of the respective members of the interecnnected grid, cdequate trcnsmissien interconnecticns cre " built in" to the plcnning process. Trcnsmission systems es plcnned for the systems in light of expected cdditions to generation cre continuclly tested for relicbility. Therefere, there is not cnd should not be cny dcx uments requested by this interregctory other then the studies cnd cnclyses supplied in cnswer to interrogctory Nc. 27.
Auxilicry power for Com nche Peck is to be supplied by the TU Compcnies' de Cordove Substction cnd two 138 Kv lines were constructed te insure its availcbility: one between the de Cordeva Generating Station to the ce Cordova Substetien with switching equipment at h,+h lecctions cnd one from thu de Cordove Substetion to Comenche Peck.

Owners of Comanche Peck cs indiccted will shcre the cost of trcnsmission necesscry to interconnect Comanche Peck with the TU rystem in proportion to their owner: hip. The recson for the TU Compcnies' cnswers is that the transmission system of TIS /ERCOT bcs been planned in cnticipation of the expected locds cnd the generation therefor projected by their respective members. ERCOT/T!S wcs not picnned cnd hcs not been picnned for the purpose proposed by CSW; that is, to be used for mcssive wheeling of power from the northern portion of the CSW system to the southern portion. Trcnsmission cdditions never have en adverse effect on any electrL utility compcny unless the installation of such trcnsmission introduces either o new load on the interconnected grid or additional generation must flow over or through the transmission fccilities, whether added or existing. As stated in Interrogatories 43(c)-(b) obove, TU has planned and built its transmission fccilities within the planning concept of ERCOT/ TIS. While TU hcs mcde and pcrticipated in numerous studies to evclucte numerous transmission configurations, no transmission configuration has been cs economiccl or relicble cs the present intrcstate mode of operation. Therefore, none of the transmission additions with which TU is knowledgecble has imposed cn adverse impcet es would occur fronc.
