Per our telephone conversation on December 4, 2019, attached is the Request for Information (RFI) to support the inspection the NRC will conduct at Waterford Station, Unit 3, the week of January 21, 2020. As discussed the inspection will utilize NRC Inspection Procedure IP 92702, to follow-up on the Notice of Violation EA-18-020, which was documented in Inspection Report 05000382/2017009. The results of this inspection are anticipated to be documented in the 1st quarter integrated inspection report (IR 2020001).

As we discussed, I appreciate the information requested in the attached be made available via electronic means deemed acceptable to Entergy/Waterford Station (e.g., online document portal) by Monday, January 13, 2020, to support preparation activities prior to the onsite inspection. If the station has any concerns/questions regarding the requested information or response timeline, please contact me promptly at the office number listed below.

Finally, in accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this email and its attachment will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

RFI for IP 92702 NOV Follow-Up Inspection for Notice of Violation EA-18-020 Documented in Inspection Report 05000382/2017009 Docket: 050000382 (Waterford 3); Inspection Report: 2020001 Please provide the following information via electronic means deemed acceptable to Entergy/Waterford Station (e.g., online document portal), by Monday, January 13, 2020.

1. Current revision of FLEX Program Document (may also be known as the Final Integrated Plan, as updated)
a. Please include the change packages which evaluated the changes from prior versions in accordance with NEI 12-06, Rev. 0, Section 11.8.3.
2. All Cause Evaluation(s) completed to address the cause(s) of the performance deficiency and associated Notice of Violation (NOV)05000382/2017009-01.
3. Objective evidence of all corrective actions completed associated with the Cause Evaluation(s) provided for RFI #2, including all corrective actions referenced in:
a. NOV Response W3F1-2018-0056, dated September 12, 2018 (ADAMS Accession No. ML18255A321), and
b. Reply to NOV Supplement W3F1-2019-0033, dated May 17, 2019 (ADAMS Accession No. ML19137A341)
4. Engineering/Modification Change package(s) associated with the relocation and operation of the FLEX N+1 Diesel Generator (DG) to the Q-deck.
5. Current revisions of the following procedures/guidelines:
a. Waterford FLEX Support Guidelines (FSGs) which reference the deployment and/or operation of the FLEX N+1 DG
b. Waterford Operator Aids/Hard Cards/Staged Instructions in place for operation of FLEX N+1 DG
c. Emergency Operating Procedures (EOPs) which refer to the use of the FLEX N+1 DG (if any)
d. FLEX Implementing Guideline for Extended Loss of All AC Power
e. Procedure(s) in place to prepare for and in response to severe weather (e.g., EN-FAP-EP-010, OP-901-521, etc.)
6. Current revision of the section of the Waterford Technical Requirements Manual which addresses FLEX equipment (e.g., TRM 3.13)
7. Complete corrective action documents as noted below, unless already provided in response to one of the above RFIs:
a. CR-WF3-2017-09150
b. CR-WF3-2017-09152
8. If there are any testing or surveillance activities planned associated with the N+1 FLEX DG while the inspector is onsite (January 21-23, 2020), please inform the inspector of the time/date of the planned activities, and provide any associated work packages/procedures to be completed as a part of testing/surveillance activities. [If no such activities are planned for the time period in question, please only state as much in your response.]
