State Consultation: Request for Comments on the LAR Regarding Changes to Browns Ferry Units 1, 2, and 3 Renewed Facility Operating Licenses

Dear Mr. Turberville,

The NRC is finalizing license amendments for Browns Ferry Nuclear Plant, Units 1, 2, and 3. In accordance with Title 10 of the Code of Federal Regulations, Section 50.91(b), I am notifying you of the proposed issuance of these amendments. The amendments are in response to Tennessee Valley Authoritys license amendment request dated October 18, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18295A109), as supplemented by letter dated February 13, 2019 (ADAMS Accession No. ML19044A708). Specifically, the amendments modify the Browns Ferry RFOLs by deleting Modification 85 from Table S 2, Plant Modifications Committed, and extending the due dates for Modifications 102 and 106 in Table S 2, Plant Modifications, of Tennessee Valley Authority letter CNL-18-100, dated October 18, 2018; and as supplemented by letter CNL-19-27, dated February 13, 2019. Further, a reference to Modification 85 is removed from the Nuclear Energy Institute (NEI) Implementation Guide NEI 04-02 Table B 1, Transition of Fundamental Fire Protection Program and Design Elements, in Attachment A of the NFPA 805 approved amendments. Additionally, a license condition associated the Integral Leakage Rate Testing at Browns Ferry Units 1, 2, and 3 is revised to address the new version of Table S-2.

The license amendment request was published in Federal Register on December 18, 2018 (83 FR 64897). Please see pages 9 and 10 of the attached document. No public comments were received.
