SUMMARY

OF THE MARCH 14, 2006, PUBLIC MEETING TO DISCUSS THE PERRY END-OF-CYCLE PLANT PERFORMANCE ASSESSMENT On March 14, 2006, the Nuclear Regulatory Commission (NRC) held a public meeting at the Quail Hollow Resort in Painesville, Ohio. The meeting was between NRC Region III management and FirstEnergy Nuclear Operating Company (FENOC) management to discuss the NRCs assessment of Perrys safety performance for the period from January 1 through December 31, 2005. The meeting notice, NRC presentation, and licensee presentation can be found in the Agencywide Documents Access and Management System (ADAMS) as ML060240491, ML060750734, and ML060750731 respectively. A list of principal NRC and licensee meeting participants can be found in the attached Enclosure.

The NRC began the meeting with an overview of the NRCs Reactor Oversight Program (ROP),

national ROP results, and the Action Matrix in general. This was followed by a discussion of the NRCs assessment of Perrys performance in calendar year 2005, which was documented in the March 2, 2006, end-of-cycle assessment letter. As part of this regulatory performance meeting, FENOC responded to the NRCs assessment and discussed the progress of Perrys Performance Improvement Initiative (PII). Plant management identified the PII as the mechanism for resolving the substantive cross-cutting issues in the areas of Problem Identification and Resolution, and Human Performance. At the end of the meeting, members of the public were given the opportunity to ask questions of NRC officials and FENOC representatives.
