6/14 PreBrief at 9:30am for the 6/16 7pm mtg with PSEG As you know, the NRC has scheduled a meeting with PSEG on June 16 at 7pm. The meeting, which will be open to the public, will be held at the Holiday Inn in Swedesboro, New Jersey. The purpose of the meeting is to discuss (1) the 2003 End of Cycle assessments for Salem and Hope Creek, (2) the results of the three recent assessments that PSEG had contracted for regarding the work environment at the stations, and (3) PSEG plans to address the assessment findings and improve the stations' work environment. The PSEG assessment results were provided to the NRC in a PSEG letter, dated May 21, 2004, and were also placed in ADAMs. The NRC subsequently issued a meeting notice on May 28, 2004 announcing plans for the June 16 meeting, placed the notice in ADAMs, and sent letters to various stakeholders inviting them to the meeting. Region I also issued a press release this afternoon announcing the plans for the meeting.

We have scheduled a prebriefing for Monday June 14 at 9:30 am in the RI Executive Conference Room. We wJqýgo over the dr:ft slides f r une 16 meeting. For those of you who are not in Region I, please respond to Anne Passarelli by email with your fax number and she will fax the slides to you. Besides participation of Region 1,1 expect that representatives from the EDO, OE, NRR, OCA, and OSTP will also particpate in the prebrief, based on my discussions yesterday and today with TJ KIm (EDO), Jim Clifford (NRR), Lisa Jariell (OE), Tom Madden (OCA), and Rosetta Virgilio (OSTP).

By way of background, the NRC had issued a letter to PSEG on January 28, 2004, requesting an indepth assessement of the work environment at Salem and Hope Creek, based on the interim results of an NRC review. The NRC review was initiated based on findings of NRC inspections and allegations.

The PSEG assessment reports consist of: (1) a 57 page Executive Summary Report, dated February 2004, of a 2003 Comprehensive Cultural Assessment performed by Synergy Corporation in December 2003; (2) a 25 page report, along with 5 Attachments, of a Safety Cultural Assessment conducted by Utility Service Alliance in March 2004; and (3) a 75 page Report, dated May 4, 2004, with 11 Attachments, of an Independent Assessment Team Review done between February-April 2004, responding to the January 28, 2004 NRC letter.

Region I has been reviewing the reports, which appear self critical of the environment at Salem and Hope Creek, including the corrective action and work management programs, which they view as the principal drivers of the needed improvements in the work environment.

Tommorrow I will send another email which will provides some additional background information, such as a summary of the PSEG assessments, a draft summary of the NRC assessment, and some options for the NRC to consider to assure that PSEG adequately implements its improvement plan and improves the work environment at the facility.
