FEMA LETTER to be issued today Linda Davis, an Associate General Counsel at FEMA HQ called this p.m. to tell me that FEMA under Picciano's signature would be issuing a letter to New York State today (or no later than Monday) regarding the status of their evaluation of Indian Point emergency planning. The letter would indicate that FEMA needed additional information (to be identified in an attachment to the letter) in order to make its determination with resoect to reasonable assurance.r in answer to my questions, she said that FEMA was not wirnarawing reasonable asurance, that FEMA was not drawing a line in the sand or threatening the state with a certian outcome by a date certain, that FEMA was asking for a response in 3 to 4 months (though this was not the initiation of FEMA's 120 day clock), and that FEMA would notopine in the letter about the future except to say this info would be used in making its final determination.l If you get a copy of the letter from Picciano, please fax me one here 301-415-3086.
