SUBJECT:

Submission of U.S. Department of Energy (DOE) Calculation Packages to the U.S.

Nuclear Regulatory Commission (NRC) in Response to NRC Comments on the NRC Technical Evaluation Report (TER) for the Phase 1 Decommissioning Plan for the West Valley Demonstration Project (WVDP)

REFERENCE:

Letter MNM: 103116 - 450.5, B. C. Bower to K. I. McConnell, "Submission of U.S. Department of Energy (DOE) Responses to U.S. Nuclear Regulatory Commission (NRC) Comments on the NRC Technical Evaluation Report (TER) for the Phase 1 Decommissioning Plan for the West Valley Demonstration Project (WVDP)," dated June 3, 2010

Dear Dr. McConnell:

This letter transmits two calculation packages, DPlani-SAIC-JDP-003 Rev. 2 and EIS-SAIC-JDP-001 Rev. 0 and Rev. 1, in electronic format on the'enclosed compact disc. These calculation packages were requested by the NRC at the June 10, 2010, DOE/NX!RC public meeting held in Rockville, MD. During discussions regarding the NRC TER, clarification was requested on comments concerning additional groundwater modeling support for diffusive contaminant transport from the Lavery till and the screening approach for the 18 Radionuclides of Interest (ROI) evaluated in the "Phase 1 Decommissioning Plan for the West Valley Demonstration Project" (Reference).

Calculation package DPlan-SAIC-JDP-003 Rev. 2, provides additional groundwater modeling information that demonstrates that diffusive contaminant transport, rather than advective flow, is the dominant contaminant transport mechanism from the Lavery till to the backfilled excavations. Calculation package EIS-SAIC-JDP-001 Rev. 0 and Rev. 1, provides additional information on the screening approach for the 18 ROI evaluated in the Phase 1 Decommissioning Plan.

p Dr. Keith I. McConnell July 13, 2010 For Further Information Please let us know if NRC needs any additional information on the groundwater modeling or the screening approach for the 18 ROI evaluated in the Phase 1 Decommissioning Plan for the WVDP. Please refer any questions about this submittal to Moira Maloney of the West Valley Demonstration Project staff at 716-942-4255.

Sincerely, Qr~(C. Bower, Director West Valley Demonstration Project
