Dear Chairman Jaczko,
On Friday, May 25, over 20 members of the public representing many thousands of Michiganders met with you at the Beach Haven Event Center in South Haven, Michigan, to share with you our concerns about safety issues at the Palisades Nuclear Power Plant.
We learned on June 12 that the Palisades Plant shutdown at 6:49 PM for emergency repairs. The shutdown occurred as a result of water leakage from the safety injection/refueling water tank.
"According to Palisades spokesman Mark Savage, the leak was first discovered several weeks ago," The Kalamazoo Gazette reported. The licensee believes that the tank is leaking from several locations and that the water, which is being collected into a holding tank, is contaminated with tritium.
Then today in another article reported in The Kalamazoo Gazette, we learned "The NRC was made aware of the leak in April when the plant shut down for refueling. Both Entergy and NRC Inspectors monitored the leak. The plant set a limit that if more than 31 gallons leaked in a day, the plant would shut down,
[Viktoria] Mitlyng [NRC spokesperson] said. The plant's license specifies that no more than 34.8 gallons leak a day."
We are writing this letter to ask if you were aware of this leak at the time that we met with you in South Haven when you emphasized repeatedly that the plant's operation was being scrutinized by the licensee for safety concerns and that the NRC was intensely overseeing this process. If you were not aware of this leak at the time of our meeting and this information had not been shared with you by your staff or the licensee, we want to know. If you had not been informed of this leak, then we are concerned that information such as this is not being shared with the NRC Chairman in a timely manner. On the other hand, if you had been informed about this leakage and did not see fit to share this information with us-the members of the public who had come to share our safety concerns with you-then we want to know why. As you will remember, many of our expressed concerns that day when we met with you revolved around the issue of tritium leaks and also our concern over the inability of Entergy to run this plant safely.
Once again, the public which has the most to lose is the last to know. We do know, however, that the Palisades Plant is in the breakdown phase of its existence, and that any incident no matter how small can lead to serious consequences for a nuclear plant in this decrepit, embrittled condition.
