Dear Jennifer Davis,

We have reviewed the report entitled Architectural History Survey of Palisades Nuclear Plant, Van Buren County, Michigan submitted to satisfy the cultural resource management responsibilities under Sections 110 and Section 106 of the National Historic Preservation Act of 1966, as amended.

SHPO Survey Coordinator reviewed this report and offer the following comments and request for additional information.

The Palisades Nuclear Plant should be assessed as a historic district/complex on the MI SHPOs Architectural District/Complex Form. The assessments of the thirteen buildings in the report appears to only examine the potential significance of these buildings/structures individually rather than a collection of inter-related buildings.

The context on Nuclear Power in the United States is useful but the history of the Palisades Nuclear Plant could be expanded. This survey is notated as an intensive level survey and our expectation is that there is a detailed history as well as context to provide enough information for SHPO staff to review the potential eligibility of a resource at the local, state, or national level. Palisades Nuclear Plant had a presumably enormous impact on the local community, and this must be addressed before SHPO staff can concur with the identification information presented here.
