In accordance with the Code of Federal Regulations, Title 10, Part 50.90, Carolina Power &
Light Company (CP&L) requests a revision to the Technical Specifications (TS) for the Harris Nuclear Plant (HNP). The proposed amendment to TS 6.0, "Administrative Controls," includes changes which (1) replace the title "Shift Foreman" with "Superintendent - Shift Operations (S-SO)," wherever used, (2) replace the title "Vice President - Harris Nuclear Project" with "Vice President - Harris Nuclear Plant" in TS 6.1.2 consistent with other TS references to this position, (3) deletes the last sentence in TS 6.2.2.e which states that the Operations Supervisor will hold a Senior Reactor Operator (SRO) license, and (4) adds a new TS 6.2.2.f which states that "If the Manager - Operations does not hold a Senior Reactor Operator License, then a designated Operations middle manager shall hold a Senior Reactor Operator License." This will provide the equivalent off-shift SRO licensed supervision for operations and license activities, previously provided by the Operations Supervisor, without specifying a specific ~rr position title. These changes are being proposed to more accurately reflect the Operations organization in place at the Harris Nuclear Plant. The proposed changes affect current ~P specifications 6.1.2, 6.2.2, Table 6.2-1, 6.2.4.1, and 6.12.

Enclosure 3 provides an environmental evaluation which demonstrates that the proposed amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Therefore, pursuant to 10 CFR 51.22(b), no environmental assessment needs to be prepared in connection with the issuance of the amendment.

~Back round Technical Specification (TS) 6.0, Administrative Controls, refers to the on-shift individual responsible for the control room command function as the Shift Foreman. The Harris Nuclear Plant (HNP) Operations organization currently refers to this position as the Superintendent-Shift Operations (S-SO). This TS also specifies minimum qualification for the Manager-Operations and Operations Supervisor.
On January 4, 1988, and as supplemented December 29, 1988 and January 16, 1989, Carolina Power &, Light (CP&L) requested a revision to TS 6.2.2.e. The requested revision changed a requirement for the Manager - Operations to hold a Senior Reactor Operator (SRO) license to allowing the Manager - Operations to either (1) hold an SRO license, or (2) have at one time held an SRO license on Harris or a similar plant. This revision was approved and issued as Operating License Amendment 9 on March 2, 1989. In the NRC's Evaluation and Safety Summary for Amendment 9, the staffs position with respect to license requirements for the Manager-Operations was that if the Manager - Operations does not hold an SRO license then a middle manager position, such as the Operations Supervisor, shall hold an SRO license. The Operations Supervisor position provided an additional level of supervision between the Manager-Operations and the Shift Foreman. There is no explicit requirement for this position in ANS 3.1 (September 1979 Draft) which is the governing standard for the HNP.
Therefore, TS 6.2.2.e states that the Manager - Operations shall either hold an SRO license or have at one time held an SRO license for a similar unit. The TS requires that the Operations Supervisor, an off-shift middle manager position, also hold an SRO license. The Operations Supervisor position no longer exists. The SRO licensed Superintendent - Work Coordination position at HNP currently provides immediate supervision to the Superintendent - Shift Operations for plant operations and license activities since the current Manager - Operations does not hold an SRO license. The Superintendent - Work Coordination reports to the Manager-Operations. The Manager - Operations provides supervisory support to the operating shifts for administrative and personnel matters.
This TS change proposes to revise TS 6.0, Administrative Controls, by (1) replacing the title "Shift Foreman" with "Superintendent - Shift Operations," wherever used (2) replacing the title "Vice President - Harris Nuclear Project" with "Vice President - Harris Nuclear Plant" in TS 6.1.2 consistent with other TS references to this position, (3) deleting the last sentence in TS 6.2.2.e which states that the Operations Supervisor will hold an SRO license, and (4) adding a new TS 6.2.2.f which states that "Ifthe Manager - Operations does not hold a Senior Reactor Operator License, then a designated Operations middle manager shall hold a Senior Reactor Operator License." Basis Changing the titles "Shift Foreman" to "Shift - Superintendent Operations (S-SO)" and "Vice President - Harris Nuclear Project" to "Vice President - Harris Nuclear Plant" are administrative changes. The S-SO continues to be the on-shift licensed SRO individual with the responsibility for the control room command function.
The Manager - Operations has the overall responsibility for management of planning, directing and coordinating operating activities in accordance with applicable regulations, polices and procedures. The Manager - Operations will continue to either hold an SRO license or have at one time held an SRO license at Harris or a similar unit. A licensed SRO middle manager is required for supervision of plant operations and license activities when the Manager - Operations does not hold an SRO license. The current Manager - Operations does not hold an SRO license but has previously held a license at Harris. Therefore, the SRO licensed Superintendent - Work Coordination currently provides the immediate supervision to the S-SO for plant operations and license activities. The current Manager - Operations provides supervision of the operating shifts for administrative and personnel matters. The Manager - Operations may assume the responsibilities of the designated Operations middle manager ifhe or she holds an SRO license.
This change will provide the equivalent off-shift SRO licensed supervision for plant operations and license activities without specifying a specific job title. The combination of the SRO licensed Operations middle manager and the Manager - Operations positions, when the Manager-Operations does not holds an SRO license, continues to fulfill the guidance of ANS 3.1 (September 1979 Draft) for the Operations Manager's position.
Conclusions The changes proposed by this amendment are being requested to more accurately reflect the Operations organization in place at the HNP. CPS'elieves that these changes are organizational and administrative in nature and can be implemented without any decrease in the overall safe and efficient operation of the unit.

A proposed amendment to an operating license for a facility involves no significant hazards consideration if operation of the facility in accordance with the proposed amendment would not: (1) involve a significant increase in the probability or consequences of an accident previously evaluated, (2) create the possibility of a new or different kind of accident from any accident previously evaluated, or (3) involve a significant reduction in a margin of safety. Carolina Power & Light Company has reviewed this proposed license amendment request and determined that its adoption would not involve a significant hazards determination. The bases for this determination are as follows:
