Response to ACRS"s September 25, 2019 Letter on the Focus Area Review Approach for the NuScale Small Modular Reactor Date: Thursday, October 31, 2019 11:28:29 AM

Dear Chairman Riccardella,

In your letter dated September 25, 2019 (ML19269B682), ACRS indicated that they have adopted a recommendation to conduct a focus area approach to review the advanced safety evaluation report (SER) with no open items associated with the NuScale design certification application (DCA).

ACRS stated that unless the review of an individual chapter warrants a subcommittee meeting, ACRS would focus their attention on potentially safety-significant issues that are cross-cutting over multiple DCA chapters. The currently identified areas of focus include:

(1) Emergency Core Cooling System and Valve Performance; (2) Helical Tube Steam Generator Design; (3) Boron Dilution and Return to Criticality; (4) Source Term; and (5)

Probabilistic Risk Assessment.

The NRC staff is engaged in ongoing discussions with ACRS regarding how this plan will be implemented. The NRC staff acknowledges that the plan will be finalized after you receive the last of the staffs SE chapters with no open items (Phase 4).

The NRC staff appreciates that ACRS has adopted this recommendation with the objective of completing your review (Phase 5) by June 23, 2020, and looks forward to future interactions with the Committee as part of its NuScale review activities.

Best regards, Rob Robert M. Taylor Deputy Director for New Reactors Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission (office) 301-415-1270
