TECHNICAL SPECIFICATIONS CHANGE REQUEST - CYCLE 10 FUEL DESIGN AND SAFETY INJECTION BORON CONCENTRATION The enclosed proposed changes to the Technical Specifications are required for operation during cycle 10 and to facilitate operations. The changes, specific to cycle 10 operation are necessary as the result of changes to the fuel design (reload N) and the fuel management scheme for a low leakage core. The change in maximum boron concentration for the Safety Injection Tanks (SITs)

. and Safety Injection and Refueling Water (SIRW) tank is to facilitate maintaining th~ required SIT and refueling cavity boron concentrations and to*

minimize the time the plant is operating under technical specifications limiting conditions for operation.

Attachment 1 contains proposed new Technical Specifications pages, Attachment 2 is the existing.Technical Specifications pages marked up to show the proposed changes, and Attachment 3 is.Siemens Nuclear Power report (EMF 176) "Palisades Cycle 10: Disposition and Analysis of Standard Review. Plan Chapter 15 Events" which is used as a basis of the safety evaluation for this change and as:a reference in the proposed new technical specific~tions pages.

Break LOCA/ECCS Analysis with Increased Radial Peaking and Reduced ECCS Flow" which is also used as a basis of the safety evaluation for this change and as a reference in the proposed new pages. Attachment 5 is Consumers Power Company Engineering Analysis EA-PAH-91-04 which concludes the increase of boron concentration in the !SIRW Tank and SITs does not affect long term cooling. Attachment 6 is a graph which shows that boron solubility is maintained at the required minimum SIRW tank temperature of 40°F and the boron concentrations proposed by this change.
