Background

  • It was agreed that RAIs could be addressed generically to yield notable regulatory efficiencies through the use of a template that could be used by all plants responding to the generic RAIs.

RAI #1 Summary

  • Licensee programs are already in place and are being expanded as noted in EPRI presentation
  • Current Operating Experience and EPRI research supports the current licensing basis for plants that do not have coupons
  • There is a wide range of material variability in coupon manufacture that is represented in the coupon data
  • Consistent water chemistry through use of EPRI SFP water chemistry guidelines
  • The new EPRI work is a more coordinated method for sharing operational experience.

  • Blisters and Pits have been shown to have an insignificant impact on SFP criticality

Conclusion

  • Results to-date indicate there is no loss of function of Boral in Spent Fuel Pools (SFP)
  • If future findings contradict the current findings, licensees will inform the NRC and take action through the licensees Corrective Action Program
  • EPRI program, built on continuous learning, will proactively review future operating experience
