SUMMARY

OF THE MARCH 14, 2006, PUBLIC MEETING TO DISCUSS THEPERRY END-OF-CYCLE PLANT PERFORMANCE ASSESSMENTOn March 14, 2006, the Nuclear Regulatory Commission (NRC) held a public meeting at theQuail Hollow Resort in Painesville, Ohio. The meeting was betw een NRC Region IIImanagement and FirstEnergy Nuclear Operating Company (FENOC) management to discuss the NRC's assessment of Perry's safety performance for the period from January 1 throughDecember 31, 2005. The meeting notice, NRC presentation, and licensee presentation can befound in the Agencywide Documents Access and Management System (ADAMS) as ML060240491, ML060750734, and ML060750731 respectively. A list of principal NRC andlicensee meeting participants can be found in the attached Enclosure. The NRC began the meeting with an overview of the NRC's Reactor Oversight Program (ROP),national ROP results, and the Action Matrix in general. This was followed by a discussion of the NRC's assessment of Perry's performance in calendar year 2005, which was documented inthe March 2, 2006, end-of-cycle assessment letter. As part of this regulatory performancemeeting, FENOC responded to the NRC's assessment and discussed the progress of Perry'sPerformance Improvement Initiative (PII). Plant management identified the PII as the mechanism for resolving the substantive cross-cutting issues in the areas of Problem Identification and Resolution, and Human Performance. At the end of the meeting, membersof the public were given the opportunity to ask questions of NRC officials and FENOCrepresentatives./RA/Eric R.
