AND NOTICE OF VIOLATION (NRC INSPECTION REPORTNO. 05000254/2006014), QUAD CITIES NUCLEAR POWER STATION, UNIT 1Dear Mr. Crane:

The NRC acknowledges the receipt of your letter dated July 27, 2006, in response to the Whitefinding and Notice of Violation transmitted in NRC inspection report 05000254/2006014. Inyour letter, you concurred with the violation and provided a rationale for its occurrence. You

indicated that the cause of the violation was the failure to correct the long-standing source ofmain steam line vibrations. A contributing factor was a failure to recognize the design

limitations of the electromatic relief valve actuator design at extended power uprate conditions. Your letter provided information about acoustic side branch (ASB) modifications which you

implemented to reduce main steam line vibrations by addressing the source of the vibrations

and modifications to improve electromatic relief valve (ERV) actuator performance. Your letter

also discussed additional causal factors related to organizational effectiveness and actions you

plan to take to address this area. We have reviewed your response and considered whether it is necessary for us to conduct asupplemental inspection in accordance with Inspection Procedure 95001 as prescribed by the

Reactor Oversight Program in response to a single White finding, since many of the technical

details related to the White finding were already inspected during either the Degraded ERVSpecial Inspection or activities surrounding the installation of the above modifications for the

ASBs and the ERVs. We have concluded that it is st

ill appropriate for us to conduct theIP 95001 inspection. Accordingly, we will be scheduling an IP 95001 Supplemental Inspectionfollowing the completion of your planned corrective actions, described in your letter as

scheduled for the end of 2006.
