COMMITMENTS AND PLANS RELATED TO REACTOR PRESSURE VESSEL(RPV) HEAD LIFTS AT D.C. COOK NUCLEAR POWER PLANT

Dear Mr. Nazar:

This refers to D.C. Cook Letter AEP:

NRC:6514, dated September 22, 2006, which providedyour commitments and plans regarding RPV head lifts (over the RPV) following NRC staffconcerns raised regarding the D.C. Cook RPV head drop analysis. Your commitments included a limitation on lift height, flooding of the reactor cavity, various administrative controls, and other compensatory measures.The NRC staff has conducted a review of the information in your September 22, 2006, letterand concluded that these commitments and plans along with the analytical information supplied by your staff, provide reasonable assurance of safety regarding removal of the existing RPV head for the current refuel outage. We also understand that you will be performing a moredetailed, rigorous quantitative analysis to provide additional assurance, and that you will bediscussing those results with NRC staff prior to subsequent lifts of the RPV head over the RPVduring the current refuel outage.We request that you immediately notify Cynthia Pederson of my staff at (630) 829-9700 if yourunderstanding differs from that set forth above or if, for any reason, you intend to change, deviate from, or not complete any of the actions documented in your letter, prior to the change or deviation.In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will bemade available electronically for public inspection in the NRC Public Document Room or from M.
