OPERATOR LICENSING EXAMINATION APPROVAL

Dear Mr. Vehec:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Duane Arnold Energy Center. The U.S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and will separately provide a list of approved applicants to Mr. Clay Hill, Training Manager. Note that any examination waivers and application denials have been addressed in separate correspondence.

The NRC will administer the written examinations and operating tests in accordance with Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," during the weeks of April 6 and 13, 2015. This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility.

Based on this review, I have concluded that the examination meets the guidelines of NUREG1021, for content, operational, and discrimination validity.

By administering this examination, you also agree that it meets NUREG-1021 guidelines, and is appropriate for measuring the qualifications of licensed operator applicants at your facility.

If you determine that this examination is not appropriate for licensing operators at your facility, do not administer the examination and contact me at (630) 829-9707.

Please contact Mr. Charles Zoia, Chief Examiner, at 630-829-9863, if you have any questions or identify any errors or changes in the license level reactor operator (RO) or senior reactor operator (SRO) or type of examination (partial or complete written examination and/or operating test) specified for each applicant.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, "Public Inspections, Exemptions, Requests for Withholding," of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC's Public Document T. CONFIRMATION OF INITIAL OPERATOR LICENSE EXAMINATIONS:

DUANE ARNOLD ENERGY CENTER

Dear Mr. Wells:

We have received your letter NG-11-0256, dated July 11, 2011. In that letter, you confirmed initial operator licensing examinations be scheduled for April 2013 and April 2015. In response, we had previously scheduled initial operator licensing examinations for the weeks of April 8 and 15, 2013, and April 27, 2015, at the Duane Arnold Energy Center. However, these dates have changed due to changes in the number of applicants in each class. The 2013 initial operator licensing examination date has been changed to the week of April 8, 2013, with an on-site validation date of March 18, 2013. The 2015 initial operator license examination dates have been changed to the weeks of April 27 and May 4, 2015, with an on-site validation date of April 6, 2015. The NRC will write your 2015 initial license exam in accordance with NU REG 1021, Revision 9, Supplement

1. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date. We understand that your staff will develop the examination scheduled for 2013 unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for the 2015 examination, the examination was scheduled for two weeks. Please inform us if the number of candidates change for any examination as this will impact the examination schedule.

Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the training program.
