M54555) Consumers Power Company letter, dated September 2, 1988, submitted a Technical Specifications Request which added the requirement 11 *** with the number of operable core exit thermocouples less than two per core quadrant, in lieu of the requirements of Section 3.17.2, either restore two core exit thermocouples per core quadrant to operable status within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />, or be in hot shutdown or below within the next 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />." After lengthy discussion and with concurrence by the NRC staff, it was determined that this should be changed to require three operable core exit thermocouples per core quadrant to be operable and " ... with the number of operable core exit thermocouples less than three per core quadrant, in lieu of the requirements of 3.17.2, either restore three core exit thermocouples per core quadrant to operable status within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />, or be in hot shutdown or below within the next 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />." This revision to the change proposed by our September 2, 1988 letter is reflected in the proposed pages 3-8la and 3-82 which are included in Attachment
1. Additionally, the temperature below which the core exit thermocouples are required to be operable has been reduced from 325°F to 300°F to coincide with requirements proposed in other change requests submitted after September 2, 1988. A revised page 3-77 is also included to correct a typographical error .. In the last paragraph, in the fourth line, the submitted page read, 11 *** in integral part ... " The correct wording should be, 11 *** an integral part ... " The above changes are more conservative than those proposed by our September 2, 1988 letter; and, therefore, in view of the no significant hazards consideration submitted at that time, involve no significant hazards.
