Dear Sir or Madam:
In the Reference letter, Nebraska Public Power District (NPPD) requested an amendment to Facility Operating License DPR-46 for Cooper Nuclear Station (CNS) to revise the Physical Protection license condition as it relates to the cyber security plan. The License Amendment Request (LAR) proposed a change to the CNS Cyber Security Plan (CSP) Milestone 8 implementation date as set forth in the previously approved CNS CSP Implementation Schedule.The purpose of this letter is to provide a supplement to the LAR submitted by the Reference letter.Attachment 1 of the Reference letter provided an analysis of the proposed change. In the Technical Evaluation provided in Attachment 1 of the Reference letter, NPPD identified the specific requirements of the CNS CSP that CNS needs additional time to implement, as well as the justification for needing additional time to implement those requirements.
NPPD has since determined that additional time is required to implement another aspect of the CNS CSP. This change is discussed in the Attachment to this letter.This LAR supplement does not impact any other aspects of the LAR submitted per the Reference letter. It does not change the conclusions or the basis of the no significant hazards consideration previously provided with the Reference letter. NPPD requests that this supplemental information be considered in conjunction with approval of the Reference LAR.NOTE: The Attachment to this letter contains Security-Related Information.
