The LAR format and contents in References 1 and 2 are consistent with the guidance provided in Enclosure E and Section C.3, respectively, of Digital Instrumentation and Controls (I&C) Revision 1 of Interim Staff Guidance Digital I&C-ISG-06, "Task Working Group #6: Licensing Process," (ISG-06)(Reference 3). In Reference 4, the Staff documented its acceptance of Reference 1 for review.This letter submits the Invensys ISG-06 Phase 1 Software Requirements Specification (SRS) document for Protection Sets 1, 2, 3, and 4, Invensys document, "993754 809, Process Protection System Replacement Diablo Canyon Power Plant Software Requirement Specification (SRS)," Revision 4, that is based on the Diablo Canyon Process Protection System Functional Requirements Specification, Revision 9, and the Diablo Canyon Process Protection System Interface Requirements Specification, Revision 9. The contents are in Adobe Acrobat portable document format.The documents listed in Table 1 in Attachment 1 to the Enclosure and contained on the CD in Attachment 1 to the Enclosure contain information proprietary to Invensys.Accordingly, Attachments 2 to the Enclosure includes Invensys Affidavits No. 993754-AFF-1 04T and No. 993754-AFF-1 16T. The affidavits are signed by Invensys, the owner of the information and set forth the basis on which the Invensys proprietary information contained in Attachment 1 to the Enclosure may be withheld from public disclosure by the Staff, and address with specificity the considerations listed in paragraph (b)(4) of 10 CFR 2.390 of the Staff's regulations.
The SRS document contains predominately proprietary information, and therefore a non-proprietary version of this document is not being submitted.
PG&E requests that the Invensys proprietary information be withheld from public disclosure in accordance with 10 CFR 2.390.Correspondence with respect to the Invensys affidavits or the Invensys proprietary information provided in Attachment 1 of the Enclosure should reference Invensys Affidavit No. 993754-AFF-104T or No. 993754-AFF-1 16T and be addressed to Dan Head, Project Manager, Invensys, 26561 Rancho Parkway South, Lake Forest, CA 92630.A copy of the proprietary and non-proprietary CDs are being provided to the Regional Administrator, Region IV, the DCPP NRR Project Manager, and the DCPP NRC Senior Resident Inspector.
