OCONEE NUCLEAR STATION, UNITS 2 AND 3 - CLOSURE OF CONFIRMATORY ACTION LETTER NRR-07-022 (TAC NOS. MD4166 AND MD4167)

Dear Mr. Hamilton:

On March 27, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Confirmatory Action Letter (CAL) No. NRR-07-022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070790113) regarding dissimilar metal welds in the pressurizers at Oconee Nuclear Station, Units 2 and 3. This letter acknowledges receipt of your letter dated December 13, 2007 (ADAMS Accession No. ML073532226) informing the NRC of actions taken in response to this CAL at Oconee Unit 3. The NRC has previously acknowledged actions taken at Oconee Unit 2 by letter dated September 12, 2007 (ADAMS Accession No. ML072130497).

In your letter, you informed us of the mitigative actions taken at Oconee Unit 3, which consisted of the application of full structural weld overlays to the Alloy 82/182 welds of the pressurizer surge, spray, and safety/relief nozzle and safe end welds. The results of the ultrasonic examinations were included in the letter.

Based on your letter, the NRC has found that all the commitments listed in the CAL and supporting commitment letters (ADAMS Accession Nos. ML070390049 and ML070600169) have been met for Oconee Units 2 and 3. No further response is required regarding the CAL.

We consider the CAL closed. As such, it is no longer necessary to implement enhanced inspection and leakage monitoring requirements for the reactor coolant system. Based on these actions, TAC No. MD4167 will be closed. TAC No. MD4166 was closed previously.

Thank you for informing us of the actions documented in your letter. These actions may be examined during a future NRC inspection of your facility.
