GGNS currentTSSRs 3.8.4.2 and 3.8.4.5 require verification of resistances for battery inter cell connections, inter-rack connections, inter-tier connections, and terminal connections within specifiedlimits.The staff notes thattheTS requirements for battery terminal connections resistance applytothe battery"output" terminal connections (i.e., connections between the battery's output terminalsandthe cables connectingtothe switchgear)sinceall the other positive and negative terminal connectionsofthe batterycellsarepartofthe cell, inter-rack, and inter-tier connections.

This terminology for battery"terminal connections" resistance is consistentwiththeNRC NUREG-1434,"Standard Technical Specifications

-General Electric Plants (BWRl6),"andthe industry guidance in Institute of Electrical and Electronics Engineers Standard(IEEEStd.)450,"Recommended Practice for Maintenance, Testing, and Replacement of Vented Lead-Acid Batteries for Stationary Applications." Basedonthe staff's understandingoftheTS requirements for battery terminal connections resistance, the staff finds the licensee's responsetoRAI1.aisnot acceptable.

Please providetheTS acceptance criteria for Division1,2,and3 battery"output" terminal connections resistances.

Also, please consider adding these TS acceptance criteria to SRs 3.8.4.2 and 3.8.4.5 for consistency with GGNS current TS.ResponsetoRAI Question#1: The intentofthe discussion providedinthe previous submittal(RAI1.a)wasan attempt to simplify the number of different termswiththe samevalue.The proposed Division1,2,and 3 battery output terminal connection resistances TS acceptance criteriahavebeenaddedtothecleanTSpage requested in RAlltem#4for consistencywiththe current GGNS Attachment to GNRO-2015/00064Page2 of4 Technical Specifications.

AND VerifyDivision3 connection resistance is1.0E-4ohmper inter-cell and inter-tier connection."Basedonthe clarification providedinthe conferencecallandthe guidance provided in Attachment 2,"Surveillance Procedure[SP]06-EL-1L 11-R-0001,125Volt Battery Bank Physical Condition Check,"oftheMarch27,2015letter,the staff understandsthatthe procedurehasan administrative resistancelimitof0.5E-4ohmforeach positive or negative post connection measuredoneachsideofthe interconnectingbars.Sincethe inter-cell connection resistance consistsofthetotal resistance measured between the positivepostof one batterycellandthe negativepostofthe adjacent batterycell,withbothposts connectedbyabar(see Figure1below),it appearsthatthe allowable inter-cell connection resistance for GGNS Division1and2 batteries, accordingtoSP06-EL-1L11-R-0001 provided in Attachment2,is0.5E-4ohm+0.5E-4ohmor1.0E-4ohm.Pleaseexplain:a)Howtheadministrativeresistancelimitforeach positive or negative post connection as measuredinSP06-EL-1L11-R-0001 correspondstothe proposedvaluefor inter-cell connection resistanceintheSR.b)Howthe inter-cell resistancevalueis considered in battery capacity calculationsc)Howthe proposed inter-cell resistance for Division 3 battery is calculatedd)Howthe resistancesofany inter-rack cables is measured and consideredinthe battery capacity calculations.

Attachment to GNRO-2015/00064 RAI Question#3:Page4of4 In responsetoRAI1.a,the licensee stated that adequacy of battery terminal voltage using the resistance values for inter-cell, inter-rack(if applicable), and inter-tier are validated by calculations EC-Q1L21-90033 (Division 1), EC-Q1L21-90046 (Division2),and90023 (Division3)in Engineering Change EC-43968.In Attachment3,the licensee providedacopyof EC-43968 TopicNotes.The EC-43968 Topic Notes does not include the referenced calculations for Divisions1,2,and3.Please provide summariesofthecalculations,including assumptions, performed to determinetheTS acceptance criteria for battery inter-cell, inter-tier, inter-rack, and terminal connections resistances for Divisions1,2,and3,andto validate the adequacy of battery terminal voltagesusingthe resistances values.ResponsetoRAI Question#3: The requested documents are included as Enclosuresasthebase calculation and the mark-uptothe calculation to accountforthe additional proposed resistance values.Those Enclosures are relatively large documents and therefore are available for review in CERTREC under an inspection titled"Battery ResistanceLARRAI Responses.
