Palo Verde Nuclear Generating Station (PVNGS)Unit 3 Docket No.STN 50-530 License No.NPF-74 Licensee Event Report 98-003-00 Attached please find Licensee Event Report (LER)98-003-00 prepared and submitted pursuant to 10 CFR 50.73.This LER reports the out-of-tolerance condition of several Main Steam Safety Valves (MSSV)which was discovered during pre-outage testing.The as-found lift pressures were greater than the tolerance allowed by Technical Specification Limiting Condition for Operation 3.7.1.Because several of the Unit 3 MSSVs had been previously replaced from warehouse stock, the condition was determined to be potentially transportable and Unit 1 and 2 MSSVs which had been replaced during the most recent outages were also tested.Unit 1 MSSV SGE-PSV-695 and Unit 2 MSSV SGE-PSV-556 were also found to have as-found lift pressures outside TS limits.APS commits to replacing the out-of-tolerance MSSVs with refurbished and recertified valves during the current and upcoming refueling outages and will supplement this LER upon completion of the event investigation.
